Research On Decision-making Of The Three Gorges Projec

The three gorges project is the largest water conservancy project in the world,which has many comprehensive benefits such as flood control,power generation,shipping and irrigation.In the meanwhile It also has many controversy.The three gorges project has gone through a long and bumpy decision-making process,from 1918,when sun yat-sen first put forward the idea of developing the three gorges hydropower project,to 1992,when the fifth session of the seventh National People's Congress voted to build the three gorges projectThis paper will take the decision-making of the three gorges project as the entry point,take time as the main line and major historical events as the node,systematically sort out the historical process of the decision-making of the three gorges project,explore the reasons behind the tortuous course of the three gorges project,clarify the focus of the debate about the three gorges project,and reveal the historical background of the project decision-making made by the Chinese communist party.This paper presents the whole decision-making process of the three gorges project by using literature research,a large number of unpublished archives,memoirs,reminiscences and literature compilation.At the same time,the views of both supporters and opponents of the project should be presented as comprehensively as possible,and the focus of their disputes and differences should be summarized.Paper consists of five chapters : the introduction,main text and conclusion.The main contents are as follows:.Chapter one : the preliminary plan and survey of the development of three gorges hydraulic resources in the period of the republic of China(1918-1948).This chapter mainly discusses the idea of developing the three gorges hydropower resources put forward by sun yat-sen,the first exploration and design of the three gorges hydropower resources by yun zhen and others,and the early work of the national government on developing the three gorges.Chapter two : early plan formulation process of the three gorges project(1949-1977).This chapter mainly discusses the process of the three gorges project plan formulation during this period.Including Mao zedong and Zhou enlai's instructions and decisions on the three gorges project,the process of formulating the three gorges project plan,and the earliest debate on the three gorges project.Also including the construction of Gezhouba water conservancy hub,which is building as an experimental project of the three gorges project.Chapter three :in-depth study and demonstration of the three gorges project(1978-1988).This chapter mainly discusses the process of restarting the three gorges project after the third plenary session of the eleventh central committee,as well as the debate about the three gorges project during this period.Chapter four: decision-making of the three gorges project construction(1989-1992).This chapter discusses how the three gorges project re-entered the central decision-making process after a series of debates,as well as the process of putting it to the NPC for voting.Chapter five:construction of the three gorges project(1993-2009).This chapter mainly discusses work undertaken during the preparation stage;decision-making and organization setting during construction period;the immigration policy.Conclusion:Summarizes the experience of the decision-making process of the three gorges project,and try to put forward further optimization measures for the shortcomings in the decision-making...
