As a typical “e-democracy” solution in the “digital government” era,online government-civilian interaction not only helps public to express their own demands on a large scale,but also provides opportunities for government to understand public opinions and continuously adjust public decision-making and public affairs.However,the fact is that it is often only used as an extension of e-government or as a means of collecting and storing data to break down the information isolated island in practice.The institutionalized operation of online government-civilian interaction still faces a series of challenges,such as whether the public will participate or not,how to respond,how to avoid inefficient passive responses,and how to improve the interaction effectiveness.The reason is that existing research still la cks an understanding of the role and development potential of online interaction as a means of political participation between government and citizen.There is an urgent need for a theoretical discussion on the online interaction behavior and its character istics,as well as the formation mechanism and promotion path of interaction effectiveness.From the perspective of the cognitive logic of interaction effectiveness,public perception is not only the fundamental standard and orientation for judging the interaction effectiveness of online government-civilian,but also an important and unique result of the interaction process.Based on the perspective of public perception,it can be found through the rooted theory analysis in the specific context that the public participation in online government-civilian interaction is influenced by the topic area,platform environment,government performance,and individual characteristics.In essence,the public participation is the expression of the perceived deviation between the public service actually provided by the government organization and the "service standard".This means that public participation in online government-civilian interaction is an important and unique endogenous factor in the realization of interaction effectiveness.As an important form of public participation,the public network expression in online government-civilian interaction is divided into three tendencies: rationality,sensibility and knowledge.This expression makes the public have the potential to interact with the government organization.Online government-civilian interaction and its effectiveness are influenced by public behavior and expression,as well as by government behavior and its characteristics.In terms of the internal composition and formation process of interaction effectiveness,it is found through rooted theory that the interaction effectiveness is mainly reflected in the public perception of government concepts,administrative efforts and government responses.The result is the public perceived satisfaction and performance improvement.Public participation promotes administrative improvement through expression of perceived deviation,and then forms interaction effectiveness;there is a long-term and continuous interaction between public participation willingness and government concept.The formation of interaction effectiveness is the result of positive interaction between the public and government.It is not only the process of achieving the potential of public network partic ipation,but also the process of government administrative change.It is the process of coordination of main functions and behavior mode on the basis of platform environment construction and system planning.Focusing on the potential path and mechanism of public network participation,perceived satisfaction and service performance improvement,the results of empirical analysis confirm that public perceived satisfaction and performance improvement can be achieved under the framework of interaction effectiveness of public perception.Public network participation plays a long-term and sustained positive impact in this process,and the interaction system itself has the inherent potential to cultivate good relationship of government-civilian.Specifically,public network participation will encourage the public to form trust and stability expectations for the government,thereby enhancing public perceived satisfaction;and improving public perceived performance improvement through information communication and supervision mechanisms;and the public will be more satisfied when it comes to a more positive service performance improvement.Public perceived satisfaction is an important manifestation of interaction effectiveness.Through the text data mining of case data,this paper has realized effective exploration and portrayal of factors affecting public perceived satisfaction,such as public participation behavior,expressive behavior,topic area,individual traits and government behavior,etc.,and put forward the public perceived satisfaction analysis model of "observation dimension-theoretical dimension".The core of the model is that public individual traits and government factors directly affect public perceived satisfaction.Topic area and public factors influe nce public perceived satisfaction through individual traits and government factors.The case study results verify that the model can help public managers to understand the rules of online government-civilian interaction behavior.Through the analysis of the relationship between these factors and the public perceived satisfaction,this research can be used by government organizations to determine the function and strategy of online government-civilian interaction.Administrative improvement is the basis of the public perceived interaction effectiveness.The case study shows that government organizations can identify problem areas through topic identification,identify problems and goals through policy analysis,and achieve innovation through continuous interaction with the public,and ultimately achieve administrative improvement.The basic dimension of this model is democracy and technology.It means promoting democratic processes through government-civilian interaction,using technical means to conduct effective evaluations;promoting administrative changes through interaction means,and using process optimization to improve administrative decisions.This model provides a holistic view of the digital plan and helps public managers accurately define and understand the potential pitfalls of online government-civilian interaction.It provides reference and inspiration for the government to develop and design platform applications for realization of interaction effectiveness and data-driven administrative decision-making optimization and social precision governance.Focusing on the institutionalized development of online political-civilian interaction and the realization of interaction effectiveness,government organizations should create and improve the operational conditions of the government-civilian interaction system from the overall perspective,and plan from the development direction,platform environment,organization and process.In this way,we can continue to promote government administrative improvement,enhance public perceived satisfaction,and then achieve the potential of online government-civilian interaction.
