Nowadays,science and technology are regarded as the core elements for promoting economic development and enhancing military strength.All governments have set up special science and technology management departments,investing a large amount of manpower,material resources and financial resources to promote the development of science and technology.In this process,technology policies and science investment can directly affect the output of scientific and technological achievements,and determine the technological level of a country.In order to improve the level of science and technology,China has formulated various science and technology policies.40 years after the reform and opening up,the number of science and technology policies has far exceeded that of any previous period.It is important to study whether these policies were really effective in promoting the output of scientific or not,technological achievements and the extent to which science and technology policies have on the output of scientific and technological achievements And a series of theoretical and practical issues,such as how science and technology policies affect the output of scientific and technological achievements through the use of science and technology,are worthy of our deep thought and discussion.This article has reviewed a large number of relevant literatures on science and technology policy,science and technology investment,and the output of scientific and technological achievements at domestic and abroad.It analyzes the changing course of China's science and technology policy and the output of technological achievements since the reform and opening up,and the dynamic relevance of the two.The article uses data envelopment analysis model,vector autoregressive model and panel data model.Relevant data and information are selected since China's reform and opening up,and comprehensive analysis and related research on science and technology policy,science and technology investment,and scientific and technological achievements in different periods and different regions are conducted.then,a series of important viewpoints and conclusions are formed as follows.First,different stages of development of China's science and technology policy and its characteristics are analyzied.Since thereform and opening up,China's science and technology policy has undergone tremendous changes from rigidness to openness and flexibility,from various restrictions to service technology.In the early days of reform and opening up,the government played a basic and important role in guiding the development of science and technology.In the stage of market competition,the power of the science and technology industry itself has been tapped,and the role of the government's science and technology policy has declined relatively,but it still plays an important role in reuse,especially in short-term.In the stage of innovation and change,government intervention and market regulation have begun to form a synergy,and the policies introduced are more scientific.In the stage of harmonious development,the market law has become a basic distribution force,And the government's intervention has become a supplement.China's science and technology policy has gradually changed from government-led to market-driven,from one-way promotion to combination promotion.The limitations and implementation effects of science and technology policies at each stage need to be clearly explored,which become an important basis for improving science and technology policies in the future.Second,the intrinsic correlation mechanism between science and technology policy and the output of scientific and technologicalachievements are theoretically studied.With the continuous improvement of China's scientific and technological level,the output of scientific and technological achievements has been greatly improved in scale and level.However,many scholars have pointed out that the output efficiency of China's scientific and technological achievements is still relatively low,and there is a certain degree of deviation from economic development and technological level.Through the exploration of the regularity of the internal linkage mechanism between science and technology policy and scientific and technological achievements,the distortions generated in the process of scientific and technological development can be found and corrected.This part mainly analyzes the impact mechanism of science and technology policy on the output of scientific and technological achievements from the overall level,and divides the influence mechanism of science and technology policy on the output of scientific and technological achievements into dynamic mechanism and guarantee mechanism.How to effectively improve the output of scientific and technological achievements through science and technology policies at scale and level are also discussed..Third,how science and technology policy affect the output of scientific and technological achievements through technology investment,and how to exert the intermediate effect of science andtechnology input is an important content and is the innovation point of this paper.Science and technology policy determines the investment in science and technology,and the investment in science and technology determines the output of scientific and technological achievements in a certain sense.The internal relationship of the three fully reflects the impact mechanism of science and technology policy on the output of scientific and technological achievements.Among them,science and technology investment acts as a mediator between science and technology policy and output.This part empirically analyzes the impact of science and technology policies and technology investment on the output of scientific and technological achievements in 30 provinces of China through evaluation index system and DEA data envelopment analysis method.The results show that in nearly two-thirds of China's regions,the output of scientific and technological achievements is inefficient or ineffective,and there is space for improvement in science and technology policy.Fourth,the dynamic correlation mechanism between science and technology policy and the output of scientific and technological achievements is examined from two different carriers of universities and enterprises.The input-output mechanism of science,technology policy and scientific and technological achievements output are significantly different in different regions,time and space.The paperquantifies the two aspects of science and technology policy from virtual variables and instrumental variables,and builds a quantitative analysis model by using knowledge production functions.The role and influence path of science and technology policy were tested and analyzed from 29 provincial-level samples,high-tech industries,universities,eastern and central regions,and dynamic perspectives,respectively.From a regional perspective,the efficiency of scientific and technological achievements in different regions of China is quite different.Colleges and universities are widely representative scientific research groups.In the empirical research of colleges and universities,the dynamic correlation and regional differences between science and technology policy,science and technology input and the output of scientific and technological achievements of colleges and universities are deeply analyzed.The case analysis and empirical research conclusions in the paper,such as the looseness of the use of funds by science and technology policies and the structural problems of science and technology investment,have important reference value for follow-up research and science and technology policy formulation.Fifth,in light of historical issues and experiences,combined with the results of empirical research,policy recommendations is proposed for improving science and technology policies,optimizing investmentin science and technology,and achieving “double improvement” in scientific and technological achievements.There is a strong correlation and time and space difference between the science and technology policy and the output of scientific and technological achievements.Science and technology policies can have a long-term impact on scientific and technological achievements through technology investment in time and space,the impact of different regional science and technology policies on the output of regional scientific and technological achievements is also different.This paper explores the dynamic correlation mechanism and coping strategies of science and technology policy,science and technology input and output of scientific and technological achievements through vector autoregressive model and panel data model.The following revelations and suggestions have been formed.First,importance to the flexibility of science and technology policies is attached,and the use of soft resources for researchers' funds is improved.China's science and technology policy seriously lacks flexibility.In particular,the use of scientific research funds by researchers is relatively rigid,causing researchers spending a lot of time on useless scientific research processes,wasting valuable time and energy.Emphasizing the flexibility of science and technology policy is an important manifestation of improving the softenvironment of researchers.Second,the accuracy of capital investment is improved and a mechanism for adjusting the investment of science and technology funds is established.At present,the efficiency of the use of science and technology funds in China is relatively low and this is mainly due to the misplaced investment in science and technology.Science and technology funds are a scarce resource and should be targeted in the actual investment process.More funds can be invested in needed and important fields,which can promote the improvement of overall scientific research efficiency,and the accuracy of capital investment plays an important role in improving the efficiency of scientific research.Third,the regional differences in science and technology policies should be closely attended and differentiated scientific research teams need to be created.The impact of science and technology policies varies greatly depending on regional characteristics and economic development levels.If science and technology policies are implemented across the country,there may be situations that some regions may not adapt to science and technology policies,and the efficiency of science and technology investment and the implementation of science and technology policies will be greatly reduced.Therefore,we must pay attention to the regional differences in science and technology policies,try to "one place and one policy",create a differentiatedscientific research team,give play to the regional comparative advantages,improve the efficiency of input and output,and fully realize the prosperity and development of science and technology.
