The Theoretical And Empirical Research On The Policy Model For The Development Of Innovative Enterprises Encouraged By Government

The United States,Japan,South Korea and other developed countries are improving the policy of innovative enterprises.Since China started the construction of national and local innovation enterprises in 2006,a series of policies have been put forward to support the development of innovative enterprises.In 2008,Li Xueyong,Vice Minister of the Chinese Ministry of Science and Technology,spoke at the seminar on innovative enterprises,emphasizing that policy factors are important motivators for the development of innovative enterprises.Policies play the role of guidance,support,protection,etc in the development of innovative enterprises and inspire the development of innovative enterprises in innovation and continuous innovation.The policies of different incentive models show different characteristics of the incentive effect on the construction and development of innovative enterprises.Enterprises are the main body of technological innovation,while innovative enterprises play a leading and exemplary role in the process of enterprise independent innovation.In order to promote development of innovative enterprises,this doctoral thesis makes a systematically theoretical and empirical analysis on the incentive model of innovation enterprises' development policy,which is an important incentive factor for the development of innovation enterprises.The scope of the research covers:(1)The innovation enterprise development policy and the incentive mechanism model.The connotation and category of innovative enterprises' development policy are identified,at the same time,so do the functions and characteristics of innovative enterprises' development policy.Based on the dynamic mechanism,the development policy of innovative enterprises is divided into three different incentive models,and the incentive mechanism model of innovative enterprises' development policies is constructed.(2)Research on connotation,incentive mechanism and implementation effect of three incentive models of innovative enterprises' policy.A systematic and detailed study is conducted on the basic connotation and incentive mechanism and the policy tools of the vision-driven,environment-driven and performance-driven incentive model policies.Furthermore,on the implementation and effect of three incentive model policies in typical countries and domestic demonstration areas.(3)A comparative study of the incentive performance of policy in three incentive models.On the basic theory of motivation,the incentive performance of these three incentive models,such as vision-driven,environment-driven and performance-driven,is analyzed qualitatively and the advantages of performance-driven policies are highlighted.(4)Empirical research on the performance of performance-driven policy.Taking the innovative enterprises in Fujian Province as the examples of implementing the performance-driven policy,we evaluated the performance of the performance-driven policy in innovative enterprises.It is proved that the policy performance of performance-driven is more advantageous than that of vision-driven and environment-driven.(5)Research on the improvement of the innovative enterprises'developmental policy.This thesis summarizes the main incentive models and implementation effects of the developmental policies of innovative enterprises in typical countries and domestic demonstration areas.And the demand of innovative enterprises for policy optimization and improvement is illuminated.This thesis puts forward countermeasures and suggestions for the optimization and improvement of the developmental policies of innovative enterprises in Fujian Province and China.Based on the above analysis,we are safe to reach the following conclusions.First of all,the types of developmental policies for innovative enterprises.From the perspective of policy motive mechanism,the innovative enterprises' developmental policy is divided into three incentive modes:vision-driven,environment-driven and performance-driven.Secondly,the conclusion of policy status quo and implementation effect when different incentive model policies are put into effect in typical countries and domestic demonstration areas.The vision-driven policy and environment-driven policy are extensively carried out and the effect is beneficial in innovative enterprises of the United States,Japan and Korea.The performance-driven policy is implemented and the effect is positive in innovative enterprises of the United States and Korea.The performance-driven policy in Anhui and Fujian of China also implemented more effectively.What's more,we draw the conclusion of the comparison in policy incentive performance of three incentive models.As for the vision-driven,environment-driven and performance-driven incentive model policy,whether from the theoretical research or empirical analysis,it shows that the implementation of performance-driven policy is obviously advantageous.Finally,this thesis puts forward the strategy of improving the innovative enterprises' developmental policy.From the perspective of synthesis of government role and government choice and that of innovative enterprises on policy demand,this study indicates that performance-driven is the best choice for the policy incentive model of innovative enterprises in China and its provinces.The thesis puts forward some strategies for further improving performance-driven policy with theoretical and practical advantages,and proposes the strategies about how to use the vision-driven policy and the environment-driven policy as an auxiliary or supplementary strategy.
