A Study On The Disciplinary Inspection System Of The Communist Party Of China

In the process of developing and improving the Communist Party of China,achieving the effective supervision within the party and working out the peculiar inspection policy,the author takes the ancient supervisory system as the model sample,refers to the advantages therein and makes up the important elements of the supervision system within the Communist Party of China.From the perspective of the current pattern of world development and the increase of uncertain factor of international community,the development of our country faces a bigger test.Under the leadership of President Xi Jinping,the whole country is at the critical moment of the new socialism era,inner-party building and the win of anti-poverty war.At the present stage,the country should emphasize the development of economy,the inner-party building,and the perfection of leadership of the Party to lay a solid foundation in the forest of world civilization.The inner-party building is the most important part,therefore the country carries out the effective supervision within the party to ensure the building of a clean government and guarantee the public trust of the Communist Party of China.This thesis begins with the theoretical foundation of inspection system,illustrates the developing process in detail and sorts out the procedures of inspection tour.What’s more,this thesis takes the inner-party supervision as the key point so as to search the disadvantages and shortcomings in the implementation process,including the unfulfilment,disciplinary offence,less supervision and the blocked information flow of the staff in the National inspection system.With the help of the leading role of the Party committee in the building section and the effective supervision and punishment of discipline inspection commission,this system improves the defaults in it and makes up for the developing weakness.Meanwhile,it should distinguish the limits of power of each department,improve the working accomplishment and clear power distribution of the related staff,play the power of the masses fully,expand the network information channels,activate the enthusiasm of every Democratic Party and compensate the shortcomings of the implementation system.The author analyzes the topic from six perspectives.Firstly,the introduction part illustrates the major meaning and development of the inspection system.Secondly,the author reviews the related theoretical foundation,lists the intension and the ideas of the ancient and the classical Marxist writers of the supervision system.The third part summarizes the developing process of the inner-party supervision and inspects the growth process from historical perspective,especially the new inspecting highlights put forward at the 19^th National Congress of the Communist Party of China under the background of new era.Fourthly,the author introduces the forms of inner-party inspection from the following four parts:basic principles,structural system,operational procedures and realistic functions.Chapter five concludes the contribution of inner-party supervision implemented in detail,and lists out the defaults in the process and the reasons behind.Sixthly,the author discusses the effective measures obtained at the present stage in the fields of construction guiding principles,means of measures and the promotion of local inspection system.To sum up,the thesis takes the inner-party supervision as the studying objective to retrospect its historical development and study its new highlights and achievements manifested under the background of new era.At the same time,the author puts forward the defaults and shortcomings in the process of implementation and discusses the essence behind,so as to strengthen the construction of inspection system,and by these measures we can promote the supervision system within the Communist Party of China.
