The Study On Sino-U.S. Difference Management And Control In Central Asia

Currently,Sino-U.S.relation is one of the most important bilateral relations in the world.Changes in Sino-U.S.relations will not only affect the respective interests of the two countries,but also affect the changes in the world situation to some extent.For the good development of Sino-U.S.relations,President Xi Jinping proposed an initiative to build a new type of Sino-U.S.relations.Since the initiative was put forward,both China and the United States have made joint efforts to this end.However,how to avoid falling into the "Thucydides Trap" is a difficult problem which needs to be urgently solved in building a new type of great power relations between the two countries.Since China’s reform and opening up in 1978,its national strength has been greatly improved.China has now surpassed Japan to become the world’s second largest economy and the largest developing country.With the gradual strengthening of the comprehensive national power,China’s national foreign strategies have also significantly changed,and the original strategy of "hiding its strength and biding its time" has tended to "making a difference".China hopes to participate in the formulation of global rules and orders and gain a greater say in the international community.This will inevitably lead to certain frictions and collisions with the United States,the world’s most powerful nation,in various regions in the world.These collisions have caused the two countries to fall into the "Thucydides Trap"threat.As the strategic frontier of China and the "heartland" of the United States,Central Asia is a crucial link in both countries’ foreign strategies.There is no direct conflict between China and the United States in Central Asia,but political,economic,and security differences exist because of political factors,economic factors,and security factors.These differences will have a huge impact on China,the United States,and Central Asia.The reasons and influence of the disagreement between China and the United States in the Central Asia regions all reflect the lack of strategic mutual trust between China and the United States.Therefore,in order to build strategic mutual trust between China and the United States and to avoid conflict between the two countries in Central Asia,thus preventing the two countries from falling into the "Thucydides Trap," China and the United States should manage their differences in Central Asia regions.Chapter one introduces the disagreement between China and the United States in Central Asia and its impact.Firstly,it sorts out the disagreement performance between China and the United States in Central Asia regions.It is believed that the differences between China and the United States in Central Asia regions are mainly concentrated in the three dimensions of politics,economy,and security.Secondly,it analyzes the impact of the differences between China and the United States on China,the United States,and Central Asia.Finally,based on the performance and impact of the differences between China and the United States,it is concluded that the differences between China and the United States in Central Asia are due to the different roles of the two countries,the lack of strategic mutual trust between the two countries,and the alternative features in economic construction in Central Asia regions.On this basis,it is further concluded that Sino-U.S.difference in Central Asia must be controlled.Chapter two analyzes the factors that affect the management and control of disagreements between China and the United States in Central Asia.Favorable factors,unfavorable factors and the third-party factors that affect the difference management and control between China and the United States are sorted out.With the common interests as the prerequisite,the difference management and control between China and the United States in Central Asia regions have basis.In the world situation with peace and development as the theme,the increasingly close links among countries have also increased the will of difference management and control between China and the United States,providing a breakthrough for difference management and control between China and the United States.At the same time,the existed dialogue channels such as Sino-U.S.strategic economic dialogue and the intelligence security such as Sino-U.S.think tank have also pushed the difference management and control between China and the United States.Meanwhile,the difference management and control between China and the United States in Central Asia are still challenged by Trump’s "American interests paramount strategy",domestic development contradictions in China and Central Asia’s "great power balance strategy".Besides,as for the third-party factors which impact on the difference management and control between China and the United States in Central Asia,Russia,Iran and India all can lead to the "group confrontations" between China and the United States in Central Asia,which becomes the unfavorable factor for the difference management and control between China and the United States in Central Asia.However,the three countries may also be the catalyst which promotes the difference management and control between China and the United States in Central Asia.The key lies in clearly distinguishing strategic objectives of the three countries in Central Asia and overall planning the interests of all parties.Chapter three demonstrates that the optimal path choice for difference management and control between China and the United States in Central Asia is Sino-U.S.cooperation in Central Asia.Firstly,mechanism connotation of difference management and control is derived from the concept’s historic evolution of difference management and control.This thesis believes that the logical relationship between the difference control and management is actually the interaction among difference management,difference control,and maintenance of interests.It is the logical relationship between the difference control and management that decides that difference management and control between China and the United States in Central Asia should choose cooperation.Then,with rationalism,this chapter argues the feasibility of cooperation between China and the United States in Central Asia.Finally,with the game theory to analyze,this chapter demonstrates that China and the United States need establishing difference management and control mechanism to prevent China and the United States from falling into "prisoner’s dilemma" and to guarantee the long-term cooperation between China and the United States in Central Asia regions.Chapter four starts with the disparity management mechanism and the difference control mechanism,and respectively discusses how China and the United States establish the above two mechanisms in Central Asia.As for management mechanism,because management put emphasis on the cognition of disagreement,the disagreement between the two countries can be sorted from the depth,superficiality,strategy,tactics,high risk and low risk.What’s more,when disagreement is assessed,the principles of detailed assessment,national interest,inclusiveness,and timeliness must be obeyed.As for control management,this paper believes that a three-pronged approach from the government level,the international organization level,and the social level should be used to construct an all-round and systematic disagreement control mechanism to promote and ensure the smooth progress of the difference management and control between China and the United States in Central Asia.The conclusion summarizes the paper,and points it out that the construction of Sino-U.S.difference management and control and mechanism in Central Asia has a landmark significance,because this is a new attempt in China’s diplomacy;this is an attempt by China to build a community of human destiny;this is an attempt by China to participate in global governance;and this is China’s response to the "China threat theory".However,while managing and controlling the Sino-U.S.difference in Central Asia and establishing the Sino-U.S.difference management and control mechanism in Central Asia,China still needs paying attention to the challenges about the integration of procedural justice and substantive justice,how to formulate divisional standards to coordinate the tripartite interests of China,the U.S.,and Central Asia and the challenges caused by the declining U.S.strength which will have a negative impact on the establishment of the Sino-U.S.differences governance mechanism in Central Asia.
