According to the assessments by a number of research institutions in Europe and the America,the investment of $1 in space field will produce the industrial promoting effect of $8-14.In 2008,for example,the global space investment of $62 billion drove the associated investment of $496 billion to $868 billion,accounting for 4.8%to 8.0%of the gross global capital formation,generating the total amount of GDP of about$100 billion to $180 billion,and contributing about 0.2%to 0.35%to the global economic growth.There is no doubt that the development of the space industry demonstrates an important strategic significance for the economic construction and social development of the country.Natural monopoly industries often refer to the industries of basic areas such as telecommunications,electricity,rail transport and water supply,as well as industries concerned with national security such as space and aviation,which are featured by large investment demand,long payback period,large suck cost,very significant economies of scale and other technical and economic characteristics.Competitive operation by a number of enterprises and allowing new enterprises to take"market-skimming strategy" will cause the natural monopoly industry to suffer"non-sustainable" problems.Therefore,the traditional natural monopoly theory holds that the natural monopoly industry is the typical field of market failure,and fails to effectively use the market competition mechanism,and in order to overcome the market failure of the natural monopoly industry,advocates that government investment shall be given to an industry with natural monopoly characteristics to maintain its monopoly position,and the natural monopoly industry shall be regulated by the government.In recent years,the regulatory reform of China in telecommunications,electricity and other industries has seen a steady advancement,but because of the risks related to the national security interests and leakage and betrayal of secrets,China has much room for improvement of market-oriented reform in the space remote sensing industry of natural monopoly characteristics,urgently needing reference to the natural monopoly industry regulation and free competition theory.In combination with the development status and characteristics of China's space remote sensing industry,this paper studies the market-oriented reform in the space remote sensing industry and government control measures and ways,puts forward the suggestions on market-oriented reform and control policy to promote the sound and fast development of China's space industry.Based on the theory of natural monopoly industry,this paper answers three questions,firstly,why China should carry out the market-oriented reform in the space remote sensing industry,secondly,how to promote the market-oriented reform in the space remote sensing industry,and thirdly,what is the plan for the market-oriented reform in the space remote sensing industry?It is divided into six chapters.The first chapter carries on the theoretical summary of the monopoly,the control and the free competition in the natural monopoly industry and the research methods,research contents and innovation of this thesis in light of the theory of natural monopoly industry in China,by combining the present situation analysis of market-oriented reform in domestic and international space industry;the second chapter introduces the development and industrialization of space remote sensing in foreign countries;the third chapter analyzes the present situation and existing problems with the development of space remote sensing in China;the fourth chapter expounds the necessity for market-oriented reform in the space remote sensing industry of China,studies and raises the thinking of market-oriented reform,focuses on setting up and perfecting the laws and regulations about market-oriented reform in the space remote sensing industry and the policy for promoting the development of space remote sensing industry,and establishing a relatively independent government regulatory body;the fifth chapter studies and proposes an overall scheme of market-oriented reform in space remote sensing and the suggestions on government regulation policy.Based on the above research,the paper draws the main conclusions:Firstly,establishing a substantive management body,co-coordinating the development of domestic space remote sensing industry,and building a space commercial remote sensing industry alliance;secondly,the state guides the development of space commercial remote sensing,and through policy support,financial support and technical support,leads the development direction of space commercial remote sensing;thirdly,formulating active and open policies for development of space remote sensing industry,constructing a multi-level international exchange and cooperation platform,and establishing a result transformation and application mechanism to promote the development of space remote sensing industry;fourthly,improving the construction of standards and specifications,test sites,application service system,space and earth information network and other basic capacity,establishing a scientific research and innovation platform,and further expanding the industrial chain to form a space remote sensing industry system featuring the overall and synergetic military,civilian and commercial development.
