Emergency is seen as a unique social phenomenon.In recent years,emergencies occur frequently,such as the 9/11 terrorist attacks and the strike of Hurricane Katrina in America,and the SARS outbreak,Kunming railway station violence,and the storm flood events in the south in China.These public crisises affect the security and stability of human society.In this context,emergency management has become the focus topic of the government,society and public.City is a complex system with multi-factor aggregation,and city emergencies are more likely to cause serious social crisis.In China,the emergency management system follows the principle of territory,so the city emergency management has become the key battleground of public safety.The party and government attach great importance to the city emergency management levels.For example,the Central Urban Work Conference held in Beijing from Dec.20 to Dec.21 in 2015,at the meeting,the Chinese general secretary Xi jinping made speeches about the extensive management and the lags in emergency.To map out blueprints for urban development,the statement laid emphasis on consummating the city emergency management system.Thus it can be seen that promoting the capability of city emergency management is especially important.Currently,the construction of smart city is in full swing,the informatization construction in smart city has brought great convenience for city emergency management work.At the same time,the city emergency management also plays an important role in intelligentized construction of smart city.City emergencies have the characteristics of burstiness,uncertainty and destructiveness.Therefore,all steps of city emergency management,including prevention,early warning,response and recovery,depend on the intelligence resource support.So it seems that controlling the flow of city emergency intelligence(information)reasonably and effectively is the only way to achieve the construction of smart city emergency management system.In the context of smart city,the emergency management should have more emphasis on information sharing and organization coordinated,so as to realize smart perception,analysis and disposal.But in reality,the "information island" phenomenon in smart city still exists in large quantities,which making great difficulties in intelligence cooperation and communication,and at the same time reflecting the poor intelligence capability of emergency management.The thought of data-driven decision making and intelligence control in big data has penetrated into the smart city construction,which makes it possible to manage city emergency intelligence resource.In this background,to explore smart city emergency management from the perspective of intelligence has positive significance.Combining with the theory of emergency management and intelligence capability,this paper tries to give a systemic discussion on the problems of theory and practice about the intelligence capability of emergency management under the context of smart city.The main research results are as follows:First,through literature research,the paper expounds status in quo of the intelligence capability of smart city emergency management in overseas and domestic.Meanwhile,the paper elaborates the related theoretical basis which including the theory of capability,emergency management,intelligence capability,smart city,intelligence engineering,etc.Second,the paper deeply analyzes the theoretical proposition and the concept content of the intelligence capability of smart city emergency management.First,the paper defines the basic connotation of emergency intelligence,and summarizes the development phase of emergency management system and the thinking changes in emergency management intelligence work.Based on these,the paper puts forward the concept of intelligence capability of emergency management.Through the elaboration of the characteristics of grass-roots level,differentiation and wisdom in emergency management intelligence capability,the paper puts forward the proposition of the construction of the intelligence capability of smart city emergency management from the background and foreground.In addition,the paper discusses the basic connotation,major characteristics,function and orientation of the intelligence capability of smart city emergency management.Third,guided by the system theory and intelligence capability theory,the paper builds and analyzes the structure model of the intelligence capability of smart city emergency management,which considers the content of smart city emergency management intelligence system.Based on the related research findings and the present situation of smart city emergency management intelligence work,the paper determines four structure dimensions of intelligence capability,which contain basic resources,organization management,intelligence activities and intelligence application,combining with the intelligence capability and smart emergency response system.Moreover,the paper gives a thorough study on the specific contents and function of the structure elements of the intelligence capability of smart city emergency management,and clarifies the hierarchy relationships and correlations of each factor.These results describe an overall framework of the structure of the intelligence capability of smart city emergency management.Fourth,the paper systematically discusses the comprehensive evaluation of the intelligence capability of smart city emergency management.First,the paper describes the evaluation aims and principles of the intelligence capability of smart city emergency management.Based on literature research and expert feedback,the paper builds the evaluation index system of the topic.The paper also builds the evaluation standard about the evaluation index system,and the primary reference sources containing information management capacity evaluation in traditional emergency management research,the efficiency evaluation of competitive intelligence and smart city evaluation results.By using the method of analytic hierarchy process and fuzzy evaluation,the paper determines the weight of evaluation index system and evaluation model about the evaluation theme.In addtion,through on-the-spot interviews about "Smart Wuhan",the paper summarizes the situation of its emergency management intelligence work,and then carries on the comprehensive evaluation and empirical analysis.Fifth,based on the intelligence engineering thinking,the paper presents the promote strategy or cultivation path from six aspects under the background of smart city:knowledge importing,talent development,pluralistic governance,system guarantee,process optimization and practical application.Among them,the knowledge importing is to build emergency management intelligence resource support system;the talent construction emphasizes the emergency intelligence engineer cultivation;the pluralistic governance emphasizes the intelligence management and operation mode in organizational level;the system guarantee emphasizes the supporting policies and regulations in emergency intelligence cooperation;the process optimization emphasizes the object-oriented systems in emergency management intelligence processing;the practical application emphasizes the integration of "intelligence-action"strategy to realize the application of emergency intelligence.The research results in this paper can enrich the theoretical system and practical paths about the intelligence capability of smart city emergency management,which includes smart city emergency management,emergency management capability assessment and rapid response intelligence capability(system).The work of this paper has important reference value to the construction of smart city public security and emergency management system in China in the age of big data.
