Study On Behavior Of Grass-roots Government In Urban Housing Demolition From The Perspective Of Stakeholder Theory

With the acceleration of urbanization in China,urban housing demolition has became one of the most considerable social and public events.The thesis focuses on the behaviour of grass-roots government in urban housing demolition.In this thesis,"urban housing demolition" is defined as"housing demolition on state-owned land","grass-roots government" is defined as "municipal district government".Most previous studies on urban housing demolition focused on the relationships between government and house-owners,which Simplified interest relationships in urban housing demolition.In fact,there are many stakeholders in urban housing demolition.Relations are very complex in their interest.We use stakeholder theory to analyze ten stakeholders in urban housing demolition,and divide them into three types,namely Core Stakeholders,key stakeholders and general stakeholders.We also discusses the game process of urban housing demolition with cases.As one of the stakeholders,grass-roots government has its own interest demands.Therefore,it plays a dynamic role in diverse.Tt’s behaviour has dual nature,"self-interest" and "public-interest".The thesis analysis grass-roots government’s performance of self-interested behavior in urban housing demolition,such as forced to move,depress evaluation,demolition corruption.There are three institutional factors making "self-interest" behaviour possible,which are monopoly of the land market by the government,ill-defined legal to public and non-public land and existence of forced move.After that,we analyzes the intrinsic motivations,which cause these contradictory behaviors.These intrinsic motivations are fiscal motivation,functional motivation and Political motivation.Fiscal motivation mainly causes "self-interest"behaviour.Functional and political motivations mainly cause "public-interest"behaviour.Today’s urban housing demolition is in a context of social structure transformation,which also influence grass-roots government’s behavior.Transformation of social structure has three main aspects,including social stratification,formation of interest groups and reconstruction of nation-society relations.They all have significant influences to grass-roots government’s behaviour in urban housing demolition.Based on previous research results,the thesis gives five advices on how to improve the behavior of grass-roots governments in urban housing demolition:improving fiscal and taxation system for grass-roots government;building a service-oriented government,making grass-roots governments to be public service providers;improving the legal system for urban housing demolition,establishing a fair and harmonious system of housing demolition and compensation;strengthening supervisery mechanisms,ensuring demolition fund actually used to compensate homeowners;encouraging citizens to participate in public affairs,Improving interest integration mechanism.
