Over the past 30 years,the economic system reform in China has great success and remarkable achievements,which leads to all-round progress in all aspects of society.The revival of China in the late 20th century and 21st century will be one of the largest events in modern history and the speed of development is faster than Japan in the 1960s,the United States,German and the Soviet Union in the 20th century.Because of its huge population,there is a possibility that the economy continues to expand.In addition,with such a large and unique economic and political system,the international and domestic environment that China is facing currently is much more complex than any other countries four hundred years ago.Therefore,how to improve the quality of government decision-making has become increasingly important and urgent topic,and the scientization and democratization of government decision-making is becoming the goal of Chinese public policy.Government decision consulting activity is an administrative phenomenon with the emergence of the country.And,the development process of government decision-making links clearly to the development process of China's political system.The study finds that the spring and autumn period is the early stages of Chinese government policy advisory and the government decision-making advisory system consolidates in the Qin,Han,Sui and Tang dynasties.During Ming and Qing dynasties,Chinese government decision-making advisory system develops into the flourishing stage.In the period of the Republic of China,staff politics are still popular,and are still in the ruins of feudal autocracy.Therefore,it also shows that every product under the political system will not disappear with the change of the government and its'deep influence we can still feel until today.During the period between the founding of New China and the reform and opening-up,the decision-making advisory development is relatively slow.From 1978 to mid-1990s,Chinese modern decision-making advisory starts to enter the beginning and exploration stage.In the mid and late 1990s,it goes into the diverse stages of development.From the 21st century,it enters a mature and transitional phases.Currently,the Chinese government decision-making advisory on the whole has formed a certain scale,and is criss-cross,consisting of a complex system.It can be divided into two classes:System within the government decision-making consultation agencies and System outside the government decision-making consultation agencies.System within the government decision-making consultation agencies includes various research institutions,public institution affiliated decision-making consultation agencies,and universities-affiliated decision-making consultation agencies of Party and government offices.System outside the government decision-making consultation agencies mainly refers to non-governmental advisory body.These institutions differ in institutional nature,morphology,funding and research directions.The difference between these four aspects forms their intervention policies of different modes and be the generated source of the size of government decision-making influence.In order to better understand the status of the development of Chinese government policy advisory body under the current management system,we conduct a survey upon some city-level and country-level government agencies and some public institutions of the country's provinces(cities,municipalities)such as Hubei province.Besides this,we also do empirical researches on the provincial government decision-making advisory.Quantify statistics,cluster analysis,factor analysis,regression analysis shows that:the level of economic development and the level of government decision-making advisory development has positive correlation;Performance evaluation system,legislative measures,decision-making advisory staff taking a temporary post in the government,the proportion of policy recommendation for application,the number of daily expenses and other external factors have consistency in the development of a provincial government decision-making advisory;Resource advantages conferred by the administrative resources,in other words,the government has an important impact on the development of the provincial government decision-making advisory;The assesses of current researches made by provincial-level government decision-making advisory are lack of scientificity,and the process of the accountability system has not been established,so all these will thus increase the probability of making mistakes;Provincial-level government decision-making advisory has strong administrative color,and is lack of independence and innovation.Research also analyzes and discusses on the necessary of performance appraisal system and the relevancy of level of education.China is worth learning from some western countries' government policy advisory(think tank)in many aspects which have a mature and stable development because of their early-start and long history.Analysis and carding features of the United States,Britain,Germany and Japan think tank management system have a positive inspiration on scientific and democratic decision-making,media dissemination of research results,the improvement of talents selection system,employment mechanism and the international development.Today,the level of development of government policy-making advisory has become a "soft power" of affecting world policy and economic order pattern.The Third Plenary Session of the 18th Central Committee of the Communist Party of China proposes strategic objectives of establish and improve the decision-making advisory system.Establishing and improving government decision-making advisory system is of great importance in enhancing the country's soft power,promoting national governance systems and modern governance.The development of government policy advisory needs the premise of the scientific and democratic decision-making and the institutionalization and the legislation of decision-making.Therefore,in order to optimize China's government policy advisory management system,we need to firstly improve decision-making system in the macro and deepen the government decision-making advisory's own management being as a driving force to accelerate and promote the diversification of government decision-making advisory and to enhance the influence and competitiveness of various types of government decision-making advisory.In addition,the optimization of the environment of system development is one of the breakout directions.On January 20,2015,the CPC Central Committee and State Council published a document named "Opinions on the strengthening of the new think tank construction with Chinese characteristics".Looking to the development direction of Chinese government policy advisory,finding and building new think tank with Chinese characteristics is the internal logic of era development,and highly fit with the modernization of national governance in value.The new think tank will improve the scientific decision-making by separate the "seeking(how to think)" and "off(how to do)" and will enhance the democratization of decision-making by public participation.The new think tank will also strengthen the overall planning and scientific think tank building layout to make the"marketplace of ideas" develop.
