Research On The Development Of "embedded" Cultural Industry Clusters From The Perspective Of Ecological Landscape

At present,the transformation of economic growth mode is a major theoretical and practical issues in China’s "Twelfth Five-Year Plan" period,the transition of culture industry to the economic growth mode has important significance.When the world economy into the knowledge society,the economic development of the "process and structure"(Manuel Castells,2003),cultural factors and creativity have been become the dominant factor to promote economic growth,to create a favorable environment for innovation and industrial agglomeration as the leading innovative development model to replace the traditional the mode of economic development.Our country "1025" period of cultural reform and development planning and implementation of research and exploration,meet the needs of China’s economic development in the new cultural industry cluster development idea and development model is particularly important and urgent.On the "cluster construction to public policy" proposition,according to the China"embedded" cultural industry cluster as the practice mode of the industrial park has been the basic judgment vector,but we can’t stay in the abstract properties discussed,need further development of theory and methods to guide the planning practice.This paper puts forward "to the public policy" of the proposition of building a cultural industry cluster.To promote the "cultural industry cluster construction to public policy" can begin from the two angles:one is system construction government angle(Justice),the two is the analysis of planning research of policy.The formation of the former political decision-making latitude and consensus,the latter promotes scientific information latitude and the accumulation of knowledge.In this paper,from the angle of policy analysis,takes the Qujiang cultural industry demonstration zone government intervention as an example,using system dynamics,discussed the theory and method of landscape analysis from the perspective of cultural industry cluster planning policy.Planning policy analysis derives from the traditional system science,sociology,statistics and other related disciplines in the industry planning,which provides a tool for the analysis of system theory and model technology policy.Although the critique of pure scientific rational positivism after receiving the positivist scientific rationality,but still is an important feature of policy analysts,different from other roles.After the relocation of the rational method,domestic and international planning circles on model method and gradually pay attention.System dynamics because of its ability to solve complex feedback system problems,provides the ideas and methods for the planning and policy analysis,and research in the field of domestic planning rarely discussed.In this study,the method is introduced to study industrial planning policy.Based on the analysis of the cultural market principle,the paper discusses the factors which affect the formation of cultural industry cluster building ISM model.The economic subject to "rent" based on the hypothesis of economic man,a breakthrough in the past since Ricardo’s differential rent theory,regain the "use of resources to obtain more than competitive income part is called" rent "and" interpretation of the concept of;and thus divided into geographical rent,rent rent,industry organization.If the supply of resources ecological economic development fast approaching,organizational rent through a unique combination of resources and specific forms of production organization,bring the source power of cultural industry cluster development.This paper considers that the construction of ecological landscape has economic significance,and reflects the advanced management idea;more importantly,it leads to a government drive"embedded" in cultural industry cluster formation.From 2003 to 2012 in Xi’an culture industry data as the basis,using knowledge of the system dynamics of regional cultural industry cluster innovation support system model,and give the corresponding equation.Discussed the government planning policy influence,cultural industry market depth and the practical features,and puts forward the planning policy should focus on the static target "blueprint" policy mode,change development to pay attention to the process of"dynamic monitoring" mode.Finally,the planning policy analysis should be set up {[ecological landscape spirit"have industrial park have cultural industry cluster]} situation model cluster embeddedness" have industry,in the analysis of existing ecological landscape based on regional culture resources,embedding,target and process of dynamic combination of three elements;using system dynamics,establish planning policy laboratory development policy analysis capacity;on the system construction to improve the planning policy certainty,the establishment of dynamic monitoring mechanism,establish planning of Cultural Industry Park equilibrium allocation mechanism.
