In the integral world,the destiny of all human beings is related to the development of each person."The coldness and hotness are shared among all human beings in the world" and the establishment of "A Harmonious World" is not only a poetic expression of "Land under Heaven" of Chinese traditional culture,but also an irreversible trend in the globalization process.In 2017,in his Speech at UN office in Geneva,Chinese President Xi Jinping proposed the conception of "Jointly Establishing a Community of Shared Future" which constitutes a forceful and positive response for the world development issue against the globalization backdrop.The establishment of a community of shared future requires the participation of education.The Core Competencies and Values for Chinese Students' Development advocate that both the National Identity and International Understanding Competencies of students shall be cultivated.In 2017,in Rethinking Education:Towards a Global Common Good?issued by UNESCO,it was mentioned that "Globalization has created new economic,social and cultural spaces surpassing nation-states,and is promoting the formation of the new identity and mobilization mode surpassing the boundaries of nation-states".The cultivation of"Global Citizens" is the greatest common divisor for the education value-orientation of all countries in the world.The cultivation of global citizens can not only meet the requirements of the development of nation states,but also assist the peaceful development of the world and the establishment of the community of shared future.Global citizens against the globalization backdrop shall possess a world vision and deeply concerned with the establishment of a community of shared future,and shall also respect and accommodate the cultural diversity of other nation states;more importantly,global citizens shall actively participate in the local and global affairs,and strive to achieve the justice and beauty of the world.Based on these intrinsic qualities of global citizens,the global citizenship education shall cultivate qualified citizens responsible to their nation states and the world,through concept education,morality forming and skill development.The global citizenship education opens up a new perspective for educational development.The social communications of human beings rely on languages,and different countries have different languages.Therefore,against the globalization backdrop,foreign language education is becoming more and more important.Language has the functions as a tool as well as an entity.The cultivation of the competency of international understanding shall not only focus on the function of language as a tool,but also on the features as a humanity and cultural entity.And because of the latter,foreign language education has become an important means for global citizenship education.For a very long time,restricted by the function of language as a tool,foreign language education has over emphasized on practical education,by blindly stressing on the superiority of language,which results in the loss of humanity of foreign language education,and the loss of its values on the cultivation of global citizens.In this regard,to realize the values of foreign language education in the cultivation of global citizens,it is imperative to change the concept of foreign language education as merely a tool to break the dilemma.Moreover,foreign language education shall help to establish a global perspective to realize education transformation,and realize the pursuit and establishment of a happy world,driven by "Local Positioning" and "Global Orientation".
