Research And Development Of Evaluation System Of Health Management Service

Background:With the rapid economic development in China over the years,the living standard of the Chinese has been improved greatly.The lifestyle of the Chinese also changed.The incidence of chronic non-communicable diseases has increased year by year,and the aging population has also become more serious.The high medical costs not only damaged the patient's family economic situation,but also brought heavy financial burden to the Chinese government.The traditional medical model cannot solve the dilemma.A growing number of countries chose the health management.In 2013,Hubei launched a pitot work to explore the health management.Objective:(1)To summarize and analyze the researches on health management models in China in recent ten years,investigate the evolution path and frontier of health management models,and explore the hot spots,blank and core information of these researches.(2)To systematically summarize the organization system,operation mode and service characteristic of the health management service driven by government in Huangpi,and analyze the network media attention and social repercussions.(3)According to the health management service driven by government,to establish a comprehensive evaluation system of health management service.(4)To investigate the completion of health management service in Huangpi,establish the evaluation model of WRSR,sort and classify the health management service in different areas of Huangpi.Methods:(1)Based on the four major databases in China,the relevant literatures of health management model were collected.The information of the literatures were collected and collated by SATI to quantitatively analyze the various types of external features of the literatures.The network map was generated by the co-word knowledge matrix by Ucinet.(2)Through the focus group discussion and the key person interview,we summed up the construction process,overall structure,and the health management model of Huangpi.In addition,based on the Baidu index information platform,we used the web opinion analysis to investigate the network media attention and news report on Huangpi model.And,we conducted cloud analysis of hot word to investigate the network news.(3)Literature review method was applied to establish the initial evaluation system of health management service.Delphi method was applied to establish the final evaluation system of health management service.Based on the principle of system engineering,the AHP method was applied to calculate the weights of evaluating indicator.(4)Evaluation system of health management service was applied in the Huangpi.Resident survey and health agency survey were conducted to obtain data and information on health management services in Huangpi.The WRSR method was applied to establish a evaluation model for health management service.Health management services in various regions of Huangpi were classified and sorted.Results:(1)A total of 1561 researches related to health management model were selected.Since the new century,the number of health management model researches has grown steadily,especially in past two years.Related researches were mainly from Jiangsu,Zhejiang,Guangdong and other coastal developed provinces.Colleges and hospitals published most of the papers of health management model.The theme of the hot literature focused on community health management models and foreign health management models.Health management,community,chronic disease,and hypertension were the central nodes of the social network of Co-word.The centrality degree of health management was the largest.(2)This paper summarized the formation process of Huangpi health management system,including the overall structure of health management,health management team,health management service platform and the information health system.The responsibility of each health management organization was summarized.Huangpi explored a model of health management service.Baidul index,PC-side Baidu index and mobile Baidu index of health management service showed an upward trend in the past three years.In addition to Hubei Province,the netizens from capital and coastal provinces paid more attention to health management service in Huangpi.Mainstream media focused most on health management,followed by the Hubei media.Health and health management were the core of all kinds of news in different periods.(3)A total of 23 experts were selected to carry out two rounds consultation.The response rates of two rounds were 91.3%and 90.5%,respectively.The authority coefficients were 0.7952 and 0.8053,respectively.The final evaluation system of health management service contains six first-level indicators,21 second-level indicators,38 third-indicators.The weight coefficients of the coverage of different kind people,the coverage of social institutions,life behavior,health literacy,health index and satisfaction were 0.29,0.23,0.18,0.13,0.10,0.07,respectively.(4)The data of 38 third-level indicators were listed as a data matrix.And each indicator was programmed.The WRSR values ofNorth Hankou Trade District,Qianchuan Agriculture Area,Mulan Tourist Area and Airport Economic Area were 0.7026,0.6803,0.6185,0.4987,respectively.And the probit values of North Hankou Trade District,Qianchuan Agriculture Area,Mulan Tourist Area and Airport Economic Area were 6.53,5.67,5.00,4.33,respectively.The effect of health management service in four areas was sorted.The North Hankou Trade District was the best,followed by Qianchuan Agriculture Area,Mulan Tourist Area and Airport Economic Area.Conclusion:(1)In recent years,a growing number of domestic experts and scholars were interested in researches on health management model.At present,the main focus of health management researches were community and chronic diseases.The current health management models were usually limited by the lack of professionals,the mobility of people,and the poor communication of health information systems.(2)Huangpi established a government-led health management system.Huangpi model not only integrated and used different institutions' resources,but also cover different groups.The network impact of Huangpi model not only affected the local media,but also affected the whole country.It made a favorable foundation for the promotion of the Huangpi model in other areas in China.(3)The evaluation system of health management was a scientific,independent,objective evaluation system.In the methodology,the AHP method combined the subjective judgment and the objective calculation.It ensures that the weights of evaluating indicator were accurate and professional.(4)The WRSR model can be used to evaluate the effect of health management service.The WRSR evaluation model for health management service can be further extended.
