Research On Regional Spatial Integration Development Of State Farm And Local In Heilongjiang Province

State farm is widely distributed in China,and formed complicated spatial and management relations with local region.The forming background and development foundation of state farm is quite different from each other,the relationship between state farm and local is also widely divergent,the increasingly prominent development problem between state farm and local has attracted attention of institutions at all levels.In the opinion on “Further Promoting the Reform and Development of state farm” in 2015,the goal of regional integration and development of state farm and local is put forward clearly,that is “To guide the land reclamation enterprises to carry out various forms of land cooperation”,“Local party committees and governments at all levels should lay emphasis on promoting the development of land reclamation,strengthen co-ordination,and have agricultural reclamation incorporated,organized,and carried out synchronously when in the preparation of economic and social development planning,urban and rural planning,land use planning,new urbanization development planning and public service system planning”.In this context,the paper takes regional relations and problems of Heilongjiang state farm as one of the three largest state farms and local as the object,demonstrates the method and path of integrated development of state farm and local regions.Firstly,the theory and practice of regional development at home and abroad,the practice of integrated development of state farm and local in China were sorted out in this paper,the goal,procedure,object and method of integrated development of state farm and local were defined.Secondly,started from the current situation,the paper analyzed composition of management organization and administrative function,divided the spatial composition types from different spatial levels,analyzed status of industrial and economic development,infrastructure and town construction,urbanization and social development,summarized the current characteristics,reflected the actual situation and development potential of state farm and local truthfully.Thirdly,from the perspective of regional coordinated development,in view of the current situation of coordinated development of state farm and local,the paper constructed evaluation index system which contain 41 indicators from 4 aspects including economy,society,ecology and construction,using analytic hierarchy process and related data,evaluated the overall coordinated development level of state farm and local.Combianing with current situation and research data,problems of state farm and reason causes the uncoordinated development was pointed out.Also,the future development of state farm and local should be shifted from parallel and coordinated development to integrated development.Guided by problems,indicated key elements of integrated development including space,management and system.From these points of view,regional integration development should adopt the technical route of regional spatial integration,regional classification development,regional problems rectification and regional system optimization.Finally,the specific process includes the following steps,based on the goal of integrated development and reform policy,the work of spatial integration and classification reconstruction should be carried out first.With the weighted Voronoi diagram method,the scope of space influence of towns was made,resulting in the formation of spatial integration program between 113 farms and 52 counties in Heilongjiang province.On the basis of space integration scheme,with fragmentation index method,the 9 management bureaus of state farm are divided into three types of centralizedtype,continuoustype and discretetype,and the relationship between state farm and local space is also divided into three types correspondingly.On the basis of spatial integration and classification,the integrated development framework with integrated development mode,integrated development strategy and integrated development mechanism is constructed.It is pointed out that the integration development of three types should choose diffe rent modes of behavior integration,spatial structure and organization system.To clarify the development of space integration in state farm and local,we should focus on spatial planning,infrastructure and urban construction,industrial development,urbanization and social development.At the same time,integrated development needs to form a guarantee mechanism combining market mechanism,cooperation mechanism and governance mechanism.Spatial integration development research will help promote the reform process of state farm,and it is helpful for the effective implementation of main functional areas planning and spatial planning,it will help to promote the formulation and implementation of integrated development policy,it will help to promote the integration development process of state farm and local,it also will help to promote the rural revitalization and the improvement of the people's livelihood.The research will also provide theoretical and methodological reference for the integration and coordination in other places of China.
