Research On Convergence Development Of Ecological Civilization Construction And Industrial Structure Adjustment In Shandong

Under the new normal economy,promoting ecological civilization construction is one of the important tasks in China at present,and industrial restructuring is an important way to further promote ecological civilization construction.Shandong Province is a large economic province and a traditional industrial province.The industrial structure and energy structure are biased.The total consumption of resources and pollutants is too large.The contradiction between economic development and resources and environment is prominent.Ecological civilization construction and industrial structure will be adjusting and deeply convergent is the key to achieving the goal of “building ecological civilization and a well-off society in an all-round way in the country in 2020”.Based on a comprehensive review of domestic and foreign literatures,the thesis is supported by the theory of sustainable ecological civilization,industrial structure theory and the new era of integrated development theory.Firstly,based on the cross-sectional data of 2002,2012 and 2017,17 cities and four city groups in Shandong,the overall situation of ecological civilization construction and industrial structure adjustment in regional urban agglomerations is compared horizontally and vertically: horizontal comparisons show that although there are certain gaps in multiple indicators in different cities,from the perspective of regional urban agglomerations,the gaps between the indicators are not large.It is found that,compared vertically,the ecological civilization construction and industrial structure adjustment of various cities and regions have shown a steady improvement trend,which indicates that the basic conditions for the integration and development of ecological civilization construction and industrial structure adjustment in Shandong Province have been formed.On the basis of qualitative induction,the paper constructs the ecological civilization construction and industrial structure adjustment evaluation system respectively,and uses the principal component analysis method to objectively empowerment for each index,and collates and indexes the relevant indicators of 17 cities in Shandong Province from 2000 to 2017.The civilized construction and industrial structure adjustment target layer and each system layer index laid the data foundation for quantitative analysis.Based on the evaluation results,the paper examines the dynamic trend of the ecological civilization construction and industrial structure adjustment target layer index and system layer index sample period.In the process of examining the target layer index,the provincial,regional and municipal levels are compared from different dimensions.The results show that the target layer index in the time dimension shows a volatility rising trend during the sample period.The two-dimensional coordinates formed by the two target layer indices are more diverse and variable,which can be summarized as the slope climbing type,vertical climbing type,horizontal climbing type and middle spiral type.In the process of systematic layer index investigation,the two target layer indices of four types of representative cities are compared by the influence of each system layer index change.It is found that the large fluctuations in the ecological civilization construction index and the industrial structure adjustment index are caused by the system level indicators such as economic harmony,industrial employment and personnel change.Based on the investigation of the two-index target layer and the system layer situation,it can be preliminarily judged that the ecological civilization construction and industrial structure adjustment of each city have shown a mutually reinforcing and convergent development trend.To further judge the degree of convergence development of ecological civilization construction and industrial structure adjustment in 17 cities of Shandong Province,the paper analyzes the correlation,coupling degree,interaction effect and two-way causality.Firstly,the two-index scatter plots and correlation coefficients of 17 cities are investigated.It is found that there is a strong positive correlation between the ecological civilization construction index and the industrial structure adjustment index of each city.Secondly,the coupling characteristics of the two indices of each city are measured by the coupling degree model.Although there are some differences between the coordination degree and the development degree of the two cities in different cities,the coupling degree of the two indices shows a benign development trend of fluctuations.Again,by constructing a fixed-effect panel data regression model with constant coefficient and variable coefficient,it is found that there is a significantly positive interaction between the two indices in Shandong Province.Although there are positive interactions between the two types of cities in different types of cities,there is a significant difference in the level of significance.Finally,it is found that the two indexes of most cities are mutually causal through the Bootstrap model used to test the two-way causality in 17 cities.Based on the characteristics of correlation,coupling degree,interaction influence and two-way causality,the basic convergence development degree of various types of cities can be inferred;Finally,the Bootstrap model is used to test the two-way causality of four typical cities.It is found that the two indexes of the steep climbing city have shown two-way causality characteristics.The other two types of cities have one-way causality or no causality.Based on the correlation,coupling degree,interaction influence and two-way causality characteristics,it can be inferred that the two indexes of the steep climbing city have reached a higher degree of integration development,and the other three types of cities are in the transition from medium to high integration.Based on the evaluation results of the basic conditions,situation and degree of integration of ecological civilization construction and industrial restructuring in Shandong Province,the paper puts forward countermeasures and suggestions for promoting the deep integration of the two from three levels of provinces,regions and municipalities,according to the indexes of the evaluation system.At the provincial level,coordinating the construction of ecological civilization and the adjustment of industrial structure should be focused on.At the regional level,the cluster effect and cultivate ecological characteristic industries and leading industries should be given full play to.At the municipal level,policies should be formulated according to different types.Traditional industries should be broken down in vertical climbing type,ecological infrastructure should be built continuously in horizontal climbing type,the emphasis in inclined climbing type should be built on "keeping",while the central circle type is on "cultivating" new ecological industries.
