Study On The Impact Of Development Strategy On Environmental Pollution

The serious environmental pollution and the deterioration of the ecological environment have increasingly become an unbalanced and inadequate development problem in China.Therefore,the nineteenth report of the party clearly points out that pollution prevention and control is one of the three major challenges for China to build a moderately prosperous society in all respects.Since the founding of the People's Republic of China,the industrial structure and development strategy have undergone significant changes in the course of China's development.So what are the effects of industrial structure change and strategic transition on environmental pollution?The research on this problem has important theoretical and practical significance.Although existing literature also emphasizes the important influence to the environment pollution of industrial structure,the industrial structure as the exogenous variables to explain,and for industrial structure is how to form and endogenous but study is less,and further research on development strategy how to influence of industrial structure is more rare.Therefore,this article in the New Structural Economics theory and the environmental kuznets hypothesis established on the basis of the theory of environmental economics development strategy theoretical framework for the impact of environmental pollution,and from the multinational,provincial,prefecture level and industry level for empirical research.Specifically,the research contents of this paper include:(1)Based on the principle of New Structural Economics,a new interpretation of environmental kuznets curve is proposed from the perspective of factor endowment in industrial structure.(2)Based on the kuznets curve formed by industrial structure mechanism,the influence of development strategy on environmental pollution is analyzed.(3)Under the analysis framework of development strategy and environmental pollution,how does development strategy influence environmental pollution through micro mechanisms such as state-owned enterprises.(4)Under the analysis framework of development strategy and environmental pollution,how does development strategy influence environmental pollution through the mechanism of factor market distortion.(5)Under the analysis framework of development strategy and environmental pollution,how development strategy influences environmental pollution through environmental governance mechanism is analyzed.The main conclusions of this paper include:(1)The optimal industrial structure corresponding to different endowment structures is different,and the pollution emission characteristics of different industrial structures are also different.Therefore,with the changes of factor endowment and its structure,industrial structure exist an optimal trajectory structure change,then the corresponding also exist an optimal curve of environmental pollution,and the environmental kuznets hereby assumes the inverted"U" type curve.This conclusion is basically stable after the empirical test at the global transnational level,the provincial level and the prefecture-level city level.(2)From the perspective of new structural economics,development strategy is used as a variable to reflect the matching degree of factor endowment structure and industrial structure.According to whether it conforms to the comparative advantage,it can be divided into following the development strategy of comparative advantage and violating the development strategy of comparative advantage.According to the development strategy of comparative advantage,the industrial structure will not deviate from the optimal industrial structure,and the environmental pollution will not deviate from the optimal environmental pollution degree.Contrary to the development strategy of comparative advantage,on the other hand,makes the deviation from the optimal industrial structure,industrial structure and environmental pollution degree of deviation from the optimal pollution level,environmental pollution caused by distorting increase,led to increasing pollution of the environment.The conclusion is based on the global multinational level,provincial,and prefecture level panel data,and endogenous development strategy variables into consideration,the environmental pollution of spatial spillover and empirically by using the methods of placebo inspection,remain stable.(3)Against the development of the comparative advantage strategy will cause the distortion of the industrial structure,industrial structure leads to distortion of enterprises lack of viability,and the lack of viability of the enterprises will add to environmental pollution.As the main carrier of development strategy,state-owned enterprises bear most of the development strategies that violate the comparative advantage,leading to the aggravation of environmental pollution.Based on Chinese provincial level and divisions level panel data,and empirically by using the methods of SYS-GMM,indicates that the micromechanism of mainly state-owned enterprises is to develop strategic important transmission mechanism of the environmental pollution.(4)Development strategies that violate comparative advantages will also cause distortion in the macro-factor market,which further aggravates environmental pollution.Based on the provincial panel data,and considering the model set,the influence of the index selection and endogenous,after period of time of the empirical test,impact factor market distortion is development strategy one of the important transmission mechanism of environmental pollution.(5)Development strategies that violate comparative advantages will also lead to insufficient environmental governance,which will further aggravate environmental pollution.Based on provincial panel data to all kinds of environmental pollutants as indicators of environmental pollution,and considering the environmental governance investment heterogeneity and empirically by using the methods of simultaneous equations model,showed that environmental governance is the development strategy of environmental pollution is one of the important transmission mechanism.
