Survey And Assessment For Tailings Resources And Its Policy About Comprehensive Utilization

Tailings are very important potential resources in the world.International promoting resources investigation and comprehensive utilization of the tailings has obtained the excellence economic and social efficiency.Although,In China,great progress has been achieved for resources investigation and comprehensive utilization of the tailings,the large-scale utilization is still in low level.Especially,it has faced severe resource constraints and environmental pressures that our country need enhance resources investigation and comprehensive utilization of the tailings.The paper's structure is as follows.Firstly,this paper focuses on my opinion for studying the resources investigation of the tailings for China.Secondly,the copper tailings as a case are carried on the resources investigation for mastering the situation and structure.Then,the result of the resources investigation in the copper tailings combine with practice experience to set up general model and timing path for comprehensive utilization.Lastly,the paper built the policy system and management framework for promoting the comprehensive utilization of tailings resources in China.1.This paper pointed out the importance of resources investigation and comprehensive utilization of the copper tailings in China.With acute imbalance between copper resources supply and demand,the shortage of Copper resource has become a "bottleneck" that restricted the development of copper industry.2.Based on the concept of tailings resources,this research built a new reckoning principle of the amount of resources,and studies a new investigation for the tailings resources investigation which integrates theory with practice.Then,through this investigation calculates that copper tailings emissions(an average copper grade of approximately 0.08%)are roughly 2 million tons by the end of 2011 in Jiangxi,Anhui,Hubei and Yunnan.3.This study set up economy analysis model of reclaiming comprehensive utilization of the tailings resources.Then copper tailings as a sample is calculated the economic grade of 0.06%which didn't need large upfront investment and recovery of single copper metal,when the copper price is above 40,000 Yuan RMB per ton.So the study draws a conclusion that the selected target element is still mainly focus on associated elements which were not comprehensive utilization.4.This paper finds that we urgent to adjust policy for more effectively management comprehensive utilization of the tailings resources,for which poor benefits of utilized non-reclaiming tailings become a major obstacle.Now the technical innovation only makes reclaiming-tailings coming true.5.The ways of comprehensive utilization of the tailings resources in China keep up with the world,which mainly concentrated in the secondary resources reclaiming,tailings as building material and goaf filling.However,in practice,the comprehensive utilization of the tailings resources was repressed by technical,economic,policy,and data and information.6.Underground goaf filling is the dominant mode of tailings comprehensive utilization which comparison of the finished number in China.For copper tailings,there are three models such as the single metal recycling,multi-metal recycling and non-reclaiming.The paper suggests optimized government the comprehensive utilization of the tailings resources who are Zhangjiagu tailings pond(Tonglin Non-Ferrous Metal Company Fenghuangshan Mining Ltd),Wugongli tailings pond(Tongguanshan copper mine),Delafossite 1#tailings pond(Dayie Non-ferrous Metals Company Tonglvshan)and Yancang tailings pond(Jiangxi Copper Company Yongping copper mine).7.Based on the comparison of tailings resources policy in the domestic and foreign countries,This paper suggests carry out the relevant specific policies that include technical policy,economic policy,laws and regulations,management system and support and service,which combined with the present situation and the emissions problems of the comprehensive utilization of the tailings resources.8.This paper suggests constructing the long-term mechanism of incentive and restrictive government controlled policy which promote the comprehensive utilization of the tailings resources,based on the establishment of scientific and technological progress and technological innovation system.
