With a high-energy society which largely relies on the use of chemical resources,human beings have created increasingly comfortable modern life.However,a large number of environmental disasters have been made simultaneously.As the first widely used fossil fuel,coal's being produced and used has caused particularly prominent problems,of which the coal mining subsidence is a typical one.As for the Ji Nine area in high-energy society,this disaster has been continuously produced in a deteriorating manner.How to understand this continuously being made environmental disaster?This paper will analyze this problem based on the political economy theory.Through analysis on Ji Ning area,this paper will make up the short of sociological researches on resources at home and make dialogue with foreign researches on disasters and risksFirst of all,the production of coal mining subsidence disaster is closely related to the high-energy society of our time and the modern political and economic system.With a feature of high-energy society,China heavily depends on the use of coal,which has caused kinds of deteriorating coal mining subsidence disasters.At the same time,the modern political and economic system worsened the condition of Ji Ning even the whole China.Since the first industrial revolution,economic nationalism has jumped to be the dominating discourse of nationalism,thus seeking of economic increase has become a self-evident consensus.As for China who keeps in touch with the industrial world in a "humiliated" history,the discourse of development has been formed since Qing dynasty.After 1949,Chinese political and economic system even promoted the extension of this discourse in China.In order to seek industrialization and modernization,"coal resources come first" has become a political issue in China,which is manifested in the reports of government work over the years.In Shan Dong Province where Ji Ning is located,energy shortage in the 21st century also makes coal mining list on the important political agenda.Due to the coincidence of local coal resources and the residential areas,"to liberate the coal resource under the villages"becomes a drive to coal mining.As for Ji Ning area possessing more abundant coal energy,the huge economic interests related to coal mining also induces the advancing of coal mining in its territory.Under these political and economic forces,coal mining subsidence disasters are constantly reproduced.Secondly,disaster control is the coping strategy of modern society to coal mining subsidence.With the aid of the Core-Periphery Structure formed by current political and economic system,these disasters are placed in the periphery regions,which helps maintain the operation of the core regions in the high-energy society.In Ji Ning area,the discipline strategies to coal mining subsidence disaster are as following:rural areas are the focus of coal mining.By the above discipline strategy,the central area of Ji Ning can be operated well,and the local economic growth and social operation are also guaranteed.Thirdly,under the rescue system of unexploited coal removal,the coal mining subsidence makes Ji Ning a severely afflicted area.However,this rescue system never relieves terrible influence on local residents,while more serious damage and disasters are made.In Xue village,the economic interests in coal mining forces local government carry on village demolition projects,and the shortage of subsequent rescue measures makes villagers sink into severe survival dilemma.In Xi village,the non-transparent rescue system leads to insuperable contradictions.The imperfect system of the rescue system and the non-transparent condition cause the villagers' protest behavior against the public authority.However,the various strategies to disintegrate villagers adopted by the public authority dissolve their struggle,and these protests fail to obtain the residents' expected results.Fourthly,the rescue system of unexploited coal removal further disintegrates these villages.For the first performance,under the discourse of "promoting urbanization,and stimulating domestic demand",the rural life of the unexploited coal removal village has been changed completely,but turns to urban life that relies on "money" to meet its various needs.However,for the villagers,they also need to face with enormous life pressure.With such pressure,enterprises and the public authority haven't provided effective relief measures,and the villagers can only make a living by themselves.In addition,the current rescue system is correlated with factors such as economy,power and age,thus it results in differentiation in villages.In economic terms,it presents a situation where "the poor poorer,and the rich richer".In social interaction terms,the relationship between villagers has reduced,while the power groups in villages are increasingly closely connected.And as for the families,contact between the elderly and their children decreases severely,and there even appears "no country for old men".The coal mining subsidence in Jin Ning being reviewed,this case has two important meanings as follows:Firstly,many disasters caused by energy resources use are closely related to the era background of high-energy society,but specific difference between social and political economic systems make these disasters have different function mechanisms.Compared to the Appalachian experience,the fact that disasters in Ji Ning city originate more from political power can be shown.Secondly,for the disputes about natural disaster-technological catastrophe and doubts about the concept of technological disaster,this study holds that a substitute concept as"controllable disaster" can be used.In addition,the risk associated with the disaster is not like Giddens and Beck said.It is a balanced distribution,that is,like the coal mining subsidence disasters' allocation,the distribution of risk is also related to power and economy.
