Taihu Lake heads the list of "three lakes" which are focused on in national water pollution control.The pollution control of Taihu water is the most important in the construction of Jiangsu ecological civilization.Until now the first stage(2007-2012)of control mission has been fulfilled and the control measures have been carried out comprehensively.However,the water quality hasn't been improved thoroughly as the algal blooms occur frequently and the ecosystem recovers slowly.Aimed at better carrying forward comprehensive Taihu water environment administration in the second stage(2013-2020)and out of practical necessity of Taihu water pollution control.,the system analysis methodology on five laws is used in this thesis,the influences on occurrence,control and reduction of Taihu water pollution load exercised by social,economic,technical factors are systematically analyzed and the response relationship between Taihu natural ecosystem and water pollution load is researched so as to find out the bottlenecks in Taihu water pollution control.Another basic system synthesis methodology of synergism of five laws is also used in this thesis.The synergism degree of existing water pollution control methods including source control and water transfer/drainage is systematically analyzed focused on social management difficulty,technical and economic feasibility and accessibility confronted with the national goal of Taihu administration.The five-law synergism degree and main problems of comprehensive Taihu water environment administration plan are briefly estimated and then an optimized plan is constructed for the earlier realization of Taihu water clearance.The following is a summary of main conclusions.1.Taihu water pollution is the outcome of associative action of five laws including social law,economic law,technical law,natural law and environmental law.The key issues in the water quality improvement and ecosystem recovery of Taihu are as follow:The pollution load into the lake has been much greater than the lake's environmental capacity for quite a long time which causes severe damage to the lake's natural ecosystem and further abatement of the basin's environmental capacity.The concentration and urbanization has made the domestic emission the largest pollution source.Problems like the barriers and confusion in water environment management,coordination among departments or areas constrain the effective and stable application of engineering measures.The basin is in the advanced stage of industrialization while industries including paper industry,weaving industry and petrochemical industry cause the biggest pressure on water environment,which has been increased with a slower speed.The developed economy supplies solid economic foundation and sufficient funds for water environment administration.As the low-cost advanced treatment or cleaner production technique are not available for all areas in the basin's water pollution control,the primary direction of technique development is the system integration and optimization of existing mature technologies.2.Based on existing management system and social-economic condition,the existing method of source control is technically and economically feasible and synergistic with the goal of Taihu water clearance in a mass,which should be taken as the fundamental solution of Taihu water pollution.Meanwhile,it doesn't have economic feasibility for massive advanced treatment at this stage.There is no way for all types of industry to efficiently and steadily adhere to stringent discharge standards at low cost purely by advanced treatment under the social and economic circumstance.Even if all sources meet the discharge standards,the pollution load would still exceed the environmental capacity for the tremendous sewage quantity,the non-point source and internal source which are extremely difficult to control.Solutions must be found in order to realize the "zero emission"of pollutants from the standardized tail water to sensitive water of Taihu.3.The water transfer/drainage project in Jiangsu Taihu Basin has a relatively high synergism degree of five laws,which has sufficient natural and technical conditions and affordable cost.Some different opinions do exist on social management and environment capacity enhancement,which could be solved by reinforcing management and cooperation and the project's function of diluting the waste by the clear,replenishing the low by the ample,adjusting the static by the flow to improve the water quality could be maximized.4.The existing comprehensive Taihu basin water environment administration methods which focus on both source control and ecosystem renovation are five-law synergistic in general.However,the methods don't have high degree of synergism and could not make Taihu clear in short time.The most important reason is that the pollution load carried by standardized tail water is and will still be substantial based on the social,economic and technique conditions at present or in the near future,thus transitional control methods which are economically and technically feasible are required.5.In order to realize the national goal of Taihu water clearance as early as possible,it is suggested that the tail water which brings great pressure on the basin natural and artificial environment after the existing source control be retained to channel and purified by wet land at the meantime of implementing existing measures of the Overall Plan and thus form an optimized strategy of"source control,tail water retained,purified by wet land" for the transition stage so as to acquire precious time for permanent solution of "source control and advanced treatment".
