Building energy conservation is an important aspect of the construction of a resource conservation society,and also a goal the government and the relevant enterprises strive after.China is the biggest construction market of the world with an annual increased construction areas of 1.8 to 2 billion square meters,and the energy consumption of buildings has accounted for 27.5%of the total energy consumption of the whole society with a rising trend year by year.Over the past few years,China's housing reform has greatly driven the increase in residential buildings,and accordingly the energy consumption of new residential building.The government has posed to implement the energy conservation work through effective regulation of the energy consumption of new residential building,and curbing the acceleration of the energy consumption of new residential building.Therefore,it is imperative to improve and strengthen the regulation of building energy conservation.So far,the new building energy conservation regulation faces four prominent problems.Firstly,what are the factors and what weight should be assigned to in the entire regulation process of the new building energy conservation for effective assessment of regulation performance?For the energy conservation project of new residential buildings,government regulation has not come up with a systematic assessment approach to supervise a building energy conservation project in the entire process at all stages from project proposing,planning,designing,construction,quality inspection,energy efficiency testing,completion acceptance to property management and thus form a closed loop that covers the entire process of building energy conservation.Secondly,there are inadequacies in the inter-governmental regulation over the energy conservation of new buildings,which leads to low effectiveness of the regulation.Problems arise repeatedly in various stages of construction projects.Government agencies lack information updates,fail to strictly implementing the technical requirements in construction planning,designing,and blueprints reviewing,and even permit such acts of lowering building energy conservation standards.The strategies of government regulation are improper:some local government agencies believe that the costs of violating the standards are rather low,and have the mindset that they would not be held accountable or punished for violations of the standards of building energy conservation.Government agencies do not have the capacities for regulating the building energy consumption:they do not have a target of controlling the aggregate building energy consumption,or the real information of energy conservation.Thirdly,government agencies fail to effectively communicate the policy information in evaluating the market regulation over new residential building energy conservation.There are inadequacies in the government evaluation index of market regulation performance of new residential building energy conservation,which distorts the information in its transmission in the hierarchy of government regulatory agencies,and thus affects the realization of the performance goal of new residential building energy conservation.The fourth aspect is how the performance assessment of various agencies assisted regulation is effectively carried out on the basis of reasonable interest sharing.In the process of regulating the energy conservation of new residential building,the government and relevant departments play the role of a principal who is in an inferior position for information,and the building energy conservation service agencies trusted by the government and relevant departments are ones that enjoy an information advantage,by virtue of which moral hazards may arise on the part of the agency.Fifthly,how to resolve the interest conflicts of various governmental entities in the process of regulating building energy conservation to realize optimum regulation efficiency is a prominent problem.There are interest conflicts between various entities in the process of building energy conservation regulation,such as the interests conflicts between the central government and the local government,between the government and the energy conservation project-related enterprises,between the government and building energy conservation service agencies,and between the building user and real estate developers.These intertwined and dynamic game relationships constitute the interest games throughout the life cycle of the energy conservation of new buildings.Currently relevant studies on the regulation performance assessment of new building energy conservation are inadequate in quantity,and immature theoretically or in practice.In China,there is still a blank in research in this area,due to a lack of both energy consumption data for regulation,and means to control the phenomena of new residential building's low energy efficiency and high consumption.This makes it difficult to achieve the goal of new residential building energy conservation regulation--low energy consumption and high energy efficiency,thus raising the regulation performance.Therefore,this dissertation attempts to study the performance evaluation of new residential building energy conservation,which will contribute to the solution of these problems.This paper involves the following work:1.A performance evaluation index is proposed for new residential building energy conservation regulation.Through comprehensive literature analysis,expert investigation and study,project research questionnaire and other methods,this paper constructs a new residential building energy conservation regulation performance evaluation index form three aspects of the performance evaluation of government agencies regulation,the government evaluation of market regulation performance,and the government evaluation of non-government regulation service providers performance.The new residential building energy conservation regulation performance evaluation index is a group of inter-related,mutually restricting and multi-level indicators which rather fully reflect the essential features of new residential building energy conservation regulation performance.2.This paper proposes a set of models for the evaluation of new residential building energy conservation regulation performance to be used for regulation performance in three dimensions and for comprehensive regulation performance.The analytic network process(ANP)is employed to determine the weights for indicators.A government regulation performance evaluation model of new residential building energy conservation is constructed on the basis of three criteria,i.e.,the government's capabilities of information management,of strategy management,and of strength control management.The fuzzy analytic network process(fuzzy ANP)is adopted to construct a government supervision performance evaluation model of market regulation over new residential building energy conservation on the basis of three criteria--building energy conservation input,building energy conservation output,and building user's need.The evidential reasoning approach(ER)is used to construct a performance evaluation model of building energy conservation service provider's assistance to government in regulating new building energy conservation in terms of two critical factors,i.e.,the performance of property management,and the supervision performance of the building energy conservation association.ER is also employed to construct a comprehensive evaluation model for new building energy conservation regulation on the basis of the indicators and evaluation results of government regulation performance,government supervision over market regulation,and energy conservation service providers' regulation performance in assisting government.And then empirical analysis is conducted using new residential building energy conservation regulation performance data and sample.3.A regulation game model is constructed to identify the optimum strategies of promoting all agents' performances in new residential building energy conservation regulation.The game model incorporates the interest conflicts and the gaming relations of all the agents involved in new residential building energy conservation regulation process at the three levels of government regulation,the market regulation arising from the developer and the building user's demand,and energy conservation service provider's regulation assistance with the government:the game model on the agency problem of the central government and its related departments versus local government and its related departments;the game model on the supervision-management of the government versus the developer and the building contractor;the game model on the motivation-restriction of the government versus the energy conservation service providers;the game model on the honesty transmission on the level of building user' demand;on the basis of these models,optimum energy conservation regulation performance strategies and policy suggestions are outlined for the parties involved in new residential building energy conservation,i.e.,the government,enterprises and energy conservation service providers.4.With reference to the overall situation of China's building energy conservation,this dissertation put forward some policy suggestions on the basis of the performance evaluation of new residential building energy conservation.There is great potential in building energy conservation,and proper regulation strength can slow down or even reverse the momentum of the fast increase in China's building energy consumption.In order to enhance the new building energy conservation regulation performance and decrease the building energy consumption with corresponding regulations for specific situations,China should strengthen the government's regulation polices:the energy conservation policy should shift from increasing energy efficiency to aggregate energy consumption control with mandatory and voluntary policy combinations in practice;open the building energy information to the public;optimize the city spatial distribution and industrial distribution;strengthen the responsibility review system for the control target for aggregate building energy consumption;intensify the law practice by strictly enforcing the relevant law in every case of violations.China should innovate the energy conservation market regulation mechanism:strengthen the motivation and restriction system;encourage the developer and the contractor of new building projects to participate in the energy conservation drive;comprehensively make use of policy tools to guide and promote the energy consumption in an efficient way;expand the financial channels by bringing the market mechanism into full play fullest;and strengthen the monitoring and evaluation of energy conservation policies.China should improve the police for non-government assistance with regulation of energy conservation:advance the building energy conservation service industry;standardize the management system of property energy conservation;strengthen the law and regulations for building energy conservation;make greater efforts to publicize building energy conservation and intensify relevant training work.China should strengthen the policy and guarantee mechanism to form a virtuous cycle of the policy implementation mechanism of new building energy conservation,to promote a beneficial market system of new building energy conservation and advance the undertakings of building energy conservation for a sound and fast development by guaranteeing more investment,a good information circulation,more inclusive participation in monitoring to ensure the achievement of the energy conservation target.
