Dramatic scientific and technological progress today has readily allowed the 4th Industrial Revolution to stir up the industry transformation overwhelming the whole world when China is faced with both historic opportunities and challenges.It is only the reliance on economic growth and innovative drives that give China a leg upon the fierce global competition and gear its full takeoff.As important carriers for economic growth,industries,in particular hi-tech ones,have been playing a significant role in the development track of China and its building of an innovation-oriented country.In this light,priority shall be given to innovation-driven development of industries as long as China aims to achieve innovation-driven development.The key to innovation-driven industrial development lies in the building of the industrial innovation system.A sound industrial innovation system not only provides sustained momentums and sources for industrial development,but greatly supports and guarantees industrial transformation and upgrading as well.Meanwhile,the government which realizes macro control over the industrial innovation system by means of policy instruments plays a vital role in the building of the said system.In this sense,rationality of policy instruments,as the microscopic embodiment of government's will,and their effectiveness on the demand-supply of industries have significant influence on the development of the industrial innovation system.The development and implementation of policy instruments shall accommodate internal needs and objective development laws of the industrial innovation system,follow the changes with different stages of industrial innovation system development.Advanced prediction,design and layout shall be available to weed out policies discouraging innovations and formulate those encouraging in accordance with development laws.While reality often reveals that innovations in policy fall behind those in industries and technologies.This insight establishes the paper herein with the aim to develop,by going deep into the composition and connotation of the industrial innovation system,a policy instrument analysis method on this basis.With Beijing bioengineering and pharmaceutical industry as an example,it probes the influence of policy instruments on the industry and thus draws a universal law for the demand-supply relations between the two,which provides a theoretical basis for the government to make industrial policies.Firstly,the paper has conducted a structured research on the composition and connotation of the industrial innovation system and proposed that the system consists of such four components as elements,environments,process and benefits of innovation,of which elements of innovation that cover innovation subjects and resources constitute the internal basis for the industrial innovation system and enterprises are the most important core innovation subjects;Environments of innovation that consist of regional environment and industrial environment are an external guarantee for the system;Process of innovation presenting dynamic behaviours of the system is composed of the chain,momentum and path of innovation.The system constantly improves innovation momentum through diversified paths and realizes the flows of innovation values in the chain,which in return further consolidates all innovation chains;Benefits of innovation reflect values of the system and directly manifest the economic attributes of the industrial innovation system.Secondly,on the basis of the composition theory of the industrial innovation system,the paper has established an indicator system for evaluating the innovation capacity of the industrial innovation system and made comparisons on the annual innovation capacity of Beijing bioengineering and pharmaceutical industry from 2009-2015.Overall innovation capacity of Beijing bioengineering and pharmaceutical industry presents a stable rise.The status of enterprises as innovation subject has been basically established.Elements and momentums of innovation have been constantly improved;however,influenced by the macro industrial background,benefits of innovation from 2012-2015 show slight decline.Internationalization competence and outcome transformation capacity of the industry remain to be improved.Thirdly,on the basis of the composition theory of the industrial innovation system,the paper has developed a method for studying the supply-demand relations between policy instruments and industrial innovation system,namely,it has analyzed the situation of policy instrument supply from such three dimensions as elements,environments and process of innovation.Meanwhile,Beijing bioengineering and pharmaceutical industry has enabled the paper to ascertain the policy instrument supply situation within the industry,which,endorsed by the above mentioned evaluation result of innovation capacity of the industry,has facilitated a deep probe into the effectiveness and mechanism of policy instruments.Fourthly,on the basis of summarizing the case revelation of Beijing biomedical industry,this paper analyzes the effective supply relationship between China's industrial innovation systems and policy tools.Through systematic study and demonstration,this paper believes that there is large amount of ineffective supply of policy tools used in China's industrial innovation systems.Policy tools with planned economic features are no longer appropriate for the market-oriented economic demands of the existing innovative industrial development.China should make timely adjustment of policy tools based on the internal demand of current and future development of innovative industrial systems to create sound policy environment for the building of innovative industrial systems.This paper discusses from the two regards of China's innovative industrial systems as well as the shortcomings and advantages in the supply system of relevant policy tools.It finds out the deficiencies of the supply relationship between the two,including the vitality of talent innovation,innovation ability of enterprises,arrangement of innovation chains,promotion of the inner innovative power,market guidance and supplement,reform of institutional mechanisms,exertion of policy efficiencies,etc.Meanwhile,it is proposed to optimize the innovative industrial system and the supply relationship of relevant policy tools from such four aspects as the pertinence,usability,marketability as well as forward-looking features and rationality of policy tools.Innovations of the paper lie in: Firstly,it has established a structured theory for the research on the industrial innovation system and conducted in-depth analysis on the internal logical relations of the system,based on which a highly universal evaluation system for the innovation capacity in this regard has been constituted;Second,it has,for the first time,revealed the influence of policy instruments on industrial innovations from the perspective of the industrial innovation system and developed a method for policy instrument analysis on the basis of the said system;Thirdly,it has,for the first time,illustrated the relations between the industrial innovation system and the policy instruments from the perspective of effective supply and put forward suggestions for bettering the relations from the theoretical angle,which is of great references to the policy-making process of the competent authorities.In terms of research method,the paper has managed to integrate theoretical research,data research,comparative analysis,field research,expert interview and case study,in which process opinions from the Delphi Method have been frequently applied to determining the composition of the industrial innovation system,the establishment of evaluation indicator system and the distribution of weights.
