Seed Quality Tracing Syste Of China Reseach

As the foundation of agricultural production,the quality level of seed is directly related to the food security and food security of a country.In recent years,although our government strengthened the supervision of the seed quality,seed quality and safety incidents repeated and many farmers were erected after one year working.To promote the seed quality traceability system is an important measure to solve the problem of seed quality in China;meanwhile this is an inevitable trend in the international seed market.Because of the research on the quality traceability system in our country is still in the primary stage,the related system mechanism is still not perfect.Therefore,in this paper,the seed quality traceability system is the research object.Based on the information asymmetry theory,externality theory,quasi public goods theory and other related theories,this paper systematically reviews the key elements and related technologies of the seed quality traceability system and clears the main body.Then it pointed out the necessity of establishing the system.On the basis of analyzing the quality management objectives and the main mode,this paper analyzed the development of seed quality management and traceability system in China.Through deeply analyzed the advanced experience of the foreign quality traceability system,this article obtains the enlightenment to the establishment of the system in our country.Through the questionnaire survey,this article makes an empirical analysis on the factors that affect the willingness of the seed companies and consumers to participate in the traceability system.It provides the development direction for the construction and improvement of the system.In this paper,according to the reality of China's economic development and the actual situation of seed enterprises,I put forward the goal and principle of the establishment of the seed quality traceability system.Then it carried on the system design to the traceability system,and put forward the policy recommendations to adapt to the construction of the system.The main conclusions of the study are:1.Asymmetric information,the existence of the product and the nature of quasi public goods are the main reasons for the difficulties in the quality management of seed products and the market confusion.The implementation of seed quality traceability system can effectively increase the transparency of information and to eliminate the negative effects of negative externalities.It can improve the quality of seed products and conducive to enhancing the competitiveness of enterprises and the sustainable development of the industry.2.Legal system is not perfect,inspection and certification of limited capacity and management mechanism of chaos are the main problems of Chinese seed quality management.To this end the implementation of seed quality traceability system can effectively promote the improvement of government management ability.This will achieve the goal of overall management of seed quality.3.Through analysis the relevant experience of foreign quality traceability system,we found that foreign countries in the construction of traceability system are generally adopted in the sub stage,hierarchical level of the promotion model.They also take the development mechanism of the combination of government led and voluntary participation of enterprises,and strengthened market access and exit management.Therefore,in the process of establishing the seed quality traceability system,we should first make relevant laws and rationalize the management mechanism.System design and development based on national conditions and the actual situation of enterprises.4.At present,in our country,the enterprises' willingness to participate in the seed quality traceability system is not strong.This is mainly affected by the level of enterprise,product export situation,the level of management and other factors.The factors that affect the purchase intention of Chinese consumers on the quality of the seed can be traced back to the degree of culture,income,and the degree of concern about the safety of the seed.For this purpose,we should take relevant measures to promote the participation of the main body.5.In view of the present situation of seed quality management in China,The implementation of quality traceability system should be in order to standardize enterprise quality management,enhance product quality information transparency,and clear the issue of product related responsibilities for the main purpose.We should design the overall structure and related system,on the basis of unity,convenience and low cost principle.
