Comparative Study Of Industrial Structure Optimization Of Coal-based Cities

With the rapid development of urbanization,it is the transformation process to address the quality of urbanization in China.And the transformation of the coal resource-based cities is an important issue.In China,there are 118 resource-based cities,including 63 coal resource-based cities.The transformation and promotion of the coal resource-based cities is not only about the well-being of the residents,but also will directly affect the urbanization process in China.The existing research on the industrial transformation of the coal resource-based cities is mostly focused on the particular circumstances of a particular city to address the actual problems encountered.However,the study comparing the coal resource-based cities which have similarity in the background is still less,especially comparing the cities with relatively successful transformation with the relatively slow ones.Through the establishment of econometric models,this study carried out the empirical study on the driving factors of transformation of Jiaozuo City and Hebi City,and made a detailed comparison from different dimensions.The study is of theoretical and practical significance to address the general industrial transformation of coral resource-based cities.The characteristics of industrial transformation in Jiaozuo City are similar with the ones in Hebi City.Meanwhile,there are also some differences.The development of tertiary industry lags behind the other industries,and has restricted the local industrial transformation.This is the common characteristic in both the two cities.The difference lies in that Jiaozuo City expects to perform the transformation through the development of tourism industry while Hebi City prefers to build the national circular economy pilot.To some extent,Jiaozuo City aims to achieve the transformation through promoting the city's image,and Hebi City is taking the path of re-industrialization or industrial system recycling.The driving factors for industrial transformation in Jiaozuo City and Hebi City are different.First,the effects of economic growth on the industrial transformation are significantly positive in Jiaozuo City while they are weak negative in Hebi City.Second,the development of private economy in Hebi City performs the slightly better positive effects on the industrial transformation than that in Jiaozuo City.Third,the impact of investment in fixed assets and opening up on the industrial transformation is weak positive in Jiaozuo City while it is weak negative in Hebi City.Fourth,fiscal expenditure of local government on industrial transformation in Jiaozuo City performs weak negative impact on industry transformation while it performs significantly positive impact in Hebi City.Fifth,the concentration of population performs of weakly positive impact,but its impact on the Hebi industry transformation is weak negative.It is concluded that the drivers of the transformation of coal resource-based industries at least have the following characteristics.First,the effects of input factors in different resource-based cities are quite different.Second,the relationship between industrial transformation and economic growth is of complexity.Third,the economic growth of the coal resource-based cities is similar.Forth,the driving factors for industrial transformation of coal resource-based cities are different.Fifth,the factors which could promote economic growth may not be able to encourage the industrial transformation.Finally,the study put forward the recommendations in the four aspects.First,for the transformation mode of the industrial structure of coal resource-based cities,there are the three options----industrial extension mode,the industry alternative models and industrial compound mode.Second,the path selection of coal resource-based cities industrial transformation has been given the choice mainly from the leading industry and industrial chain.Third,the policy support would have different options mainly based on the life cycle of the industrial development.Fourth,the supporting measures are given mainly from the aspects of financing innovation,human capital accumulation,technological innovation and the construction of social security system.
