Research On The Promotion Mechanism Of Small And Micro Enterprises Growth In China Under The Perspective Of Scientific Development

The report at the 18th Party Congress of China in the discussion of "the strategic adjustment of economic structure",pointed out that "to support small and micro enterprises,especially small and micro enterprise development technology".The Decision adopted at the Third Plenary Session of the 18th CPC Central Committee further stressed that "to stimulate the innovation and vitality of small and medium enterprises" and "to support various forms of small and micro cultural enterprises’ development".Xi Jinping comrade as general secretary of the CPC central committee attaches great importance to "scientific development".Xi Jinping in a series of important speech,deals with"scientific development" for many times,in the fifth plenary session of the party 18 through"the central committee of the communist party of China to develop the 13th five-year plan for national economic and social development advice" on further pointed out:"development is the absolute principle,the development must be the scientific development".Xi series of"scientific development",for the whole party and the people of the whole country and all walks of life to carry out the much starker choices-and graver consequences-in planning provides the strategy and principles,and to promote small micro enterprise pointed out the direction of scientific development in our country.Today,the governments of all countries in the world especially industrialized countries and newly industrialized countries consider small micro enterprises as the most dynamic microeconomic subjects,and give doubly attention and protection to them in order to fully play their unique roles in creating employment,promoting growth and achieving the balance of income and so many other aspects,and introduced a variety of policies and regulations to enhance their growth ability and to improve their growth environment.This has become a strategic concept and practice in many countries.In recent years,Small and micro enterprises in China’s national economy increasing its number accounted for the total number of enterprises as 94.15%(The data comes from the State Administration for Industry and Commerce 2013 "The National Small and Micro Enterprises Development Report"),have quietly become an unreplaceable power of the national economy,especially in its undeniable contribution to solving the employment problem.Compared with large enterprises,small and micro enterprises have basic characteristics of "small boat can easily return",which are:The ability to adapt to the external environment is strong,self-adjusting quick;be able to absorb a variety of resources,especially to solve many labor force problems;for the majority of urban and rural residents can provide diversification and differentiated services;be able to take advantage of advances in technology and institutional innovation;to expand exports and improve trade structure;able to foster new economic growth points and has played a huge role in the creation of material wealth and so on;their role and position in the national economy has been generally recognized.But in recent years,due to the limitations of their own development of small and micro enterprises(such as enterprise life cycle is short,small-scale,capital is weak,poor bargaining power,low profit factor and etc.),plus national macroeconomic policy adjustments by the appreciation of the RMB,the international financial crisis impact of the changing international market environment and a series of external factors;that many areas of small and micro business environment is deteriorating,resulting in many problems have begun to reveal the interior,this "external" faces enormous survival development pressure has resulted in some small businesses went bankrupt.The root causes of the problems mentioned above,due to our lack of small and micro enterprises and poor growth momentum external development environment.Therefore,there is an urgent need to build a relatively complete mechanism for promoting the development of small and micro enterprises characteristics and laws.Based on the above considerations,this article is intended to "Research on the Promotion Mechanism of Small and Micro Enterprises in China" as the title,trying to make an innovative research which has both theoretical and practical significance.The main part of this article posed by the six chapters:The first chapter is "Small and Micro Enterprises Growth Overview." This part based on making the concept of small and micro enterprises,separately argues the definition and content of small and micro business’s growth and the features of small and micro business’s growth.The second chapter is"Xi Jinping about series of" scientific development "and to guiding role to promote the development of small enterprises in China".This chapter includes:one is xi on "scientific development" series,the second is "scientific development" series is discussed on the guiding role to promote the development of small enterprises in our country.The third chapter is "The Basis,Meanings and Basic Theories of Promoting Small and Micro Enterprises Growth." This section has firstly analyses the basis and meanings of Basis,Meanings,then secondly discusses basic theories of Basis,Meanings(guidelines).The fourth chapter is "Analysis on the Factors of Small and Micro Enterprises Growth."This section includes three aspects:Firstly,the internal reason analysis on the growth of small and micro enterprises;secondly,the environmental analysis of small and micro enterprises growth;thirdly,small micro enterprises growth process analysis.The fifth chapter is "The Current Situations,Problems and Reasons of Small and Micro Enterprises growth of scientific development." This section firstly describes the current situation of small and micro enterprises growth;then analyzes the current outstanding problems the growth of small and micro enterprises is facing of scientific development;finally reveals the reasons why the growth of small and micro enterprises are facing those problems.The sixth chapter is "Foreign Countries Major Experience in Promoting the Growth of Small and Micro Enterprises and its Enlightenment to China." This part of the by analyzing the experience of promoting small and micro enterprises growth in three groups of countries(which are developed countries such as the United States,Germany,France,Japan;newly industrialized countries such as Korea and developing countries such as Brazil),summarizes the common features of different countries,and finally focus on arguing the enlightenment to China.The seventh chapter is "The Principles,framework and Countermeasures of Promotion Mechanism of Small and Micro Enterprises Growth in China" This part analyzes the fundamental principles of improving the promotion mechanism of our country’s small and micro enterprises growth and ultimately proposed a framework to facilitate the promotion mechanism of small and micro enterprises growth and suggestions to China.
