At present, the county economy of Jilin Province has accounted for half of the province's total economic output, is becoming Jilin Province to achieve change the mode of economic development and the overall revitalization of the important strength to support the development goals. But in Jilin Province county economy in the process of long-term development also accumulated contradictions of system and structure lead to uneven development, uncoordinated and factor utilization efficiency is low, the resources dependence, low level of industrial structure, space layout is not reasonable etc. problem, through the transformation to stimulate new vitality to the development of county economy.This thesis takes the county economy transition as the research object, applying the related theory of regional economy, economic restructuring and the transformation of economic development mode, the narrowing the scope to micro regional, comprehensive use of comparative analysis, qualitative and quantitative combined analysis, experience summary method research of county economy of Jilin Province transformation and development. Through use index weight linear and general method to determine the weight and use, and reference the National Bureau of statistics about the reflection of economic transformation and upgrading of a comprehensive statistical system, index system, from demand structure transformation, transformation of industrial structure and the elements of the structure transformation three aspects to construct county domain economy transformation ability evaluation index system, the establishment of transition to the synthetical index, to Jilin Province economic transformation ability and Changchun, Jilin and other nine regional economic transformation capability as a frame of reference, to Jilin Province 40 county (city) transformation and upgrade the ability to sort and carries on the comparative analysis. The results show that, on the one hand, the transformation of the economic development in the county of Jilin province overall level is low, the reason is mainly reflected in the economic growth mode is not reasonable, namely:the difficult transition of demand structure. County farmers long-term revenue growth is faced with the bottleneck of structural adjustment control, county government to mobilize the financial resources ability is weak, the slow process of urbanization etc. led to county consumption demand and investment demand not coordination, difficult to achieve economic growth effectively stimulate; industrial structure transition difficulties. The industrial structure optimization and upgrading process is slow, the second industry support for county economic development is insufficient, radiation on the development of other industries leading role limited; difficult transition elements. County Science and technology innovation ability is weak, the capital output efficiency is low, the level of resource utilization is low, so that the ability of county economic transformation and upgrading in Jilin province is weakened. On the other hand, Jilin Province county territory economy transformation ability are different in different regions, mainly reflected in Yanji City, Dunhua City, Meihekou city as the representative of the eastern region due to the foundation for economic development. It has the good transformation of strong ability to upgrade; in Gongzhuling City, Tonghua County, as the representative of the east county economy relying on the advantages of resources and scientific and technological innovation, with the transforming ability to upgrade; in Zhenlai County, Changling County, Jingyu County, western region and resource depletion region of Representatives, due to the pressure of ecological transformation and transformation of resource industry, economic restructuring ability is weak.This paper argues that to promote the Jilin Province county economic restructuring and development goals, on the one hand, from the overall to promote county economic transformation to realize the transformation of three aspects, namely:from mainly relying on investment to rely on investment and consumption driven coordination transformation, strengthen income distribution; by rely mainly on industrialization to depend on industrialization, urbanization and agricultural modernization synchronous development change, strengthen the industrial structure optimization and upgrading; from mainly relying on resource consumption to improve resource use efficiency and rely on the transformation of scientific and technological progress, strengthen supporting elements, boost demand structure, industry structure and elements of the structure transformation, achieve the goal of transformation and development of county economy. On the other hand, to strengthen guidance, the county economy in Jilin province is divided into the first transition zone, use the eastern region into the "The Belt and Road" position and policy advantages, the first to achieve the county economy, and lead the province county economic restructuring and development; follow up the transformation zone, the central part of Jilin province by transformation of core area of favorable conditions. Strengthen the industry and support elements, accelerate the transformation and upgrading of county economy the pace of transformation; cultivation area, the Ecological Economic Zone in the western countries and the advantage of support of industry transformation of resources city policy advantages, through the development of the green industry, improve productivity and ability of continuous industry development of county-level economy transformation.The economic transformation of macro research system, namely:demand structure transformation, the transformation of industrial structure and elements of structure transformation into the microscopic study, systematic and comprehensive analysis of county economy transformation of major difficulties and solutions, more accurately grasp the county territory economy development rules, objective look at the problems existing in the development of county economy, accurate analysis and the trend of changes in the economic development of the external environment and internal conditions, so as to take effective measures to promote the county's economic development is to realize the transition.The main conclusions of this paper and for micro level of county economic restructuring and development also need through economic growth mode transformation, namely rely mainly on investment and exports to rely on consumption, investment and export will be coordinated to spur change; from mainly relying on the second industrial zone trends rely on the first, the second and the third industry driven collaborative transformation; by relying mainly on the increase of material resources consumption to rely mainly on scientific and technological progress, the quality of workers to improve and innovation management.
