Since the beginning of the new century,China's secondary vocational education has developed rapidly,the scale has been expanding,the reform has been deepened,and the quality and efficiency have been improved obviously.In 2002,the State Council issued "on the vigorously promote the reform and development of vocational education decision",put forward to vigorously develop vocational education,so that China's secondary vocational education and general high school enrollment scale reached roughly the same level.Subsequently,in 2002-2010 China's secondary vocational education has developed a wave of development climax,the basic realization of the secondary vocational education / general high school enrollment ratio(enrollment "Pepsi")to 1 requirements.However,after 2010,China's secondary vocational education showed a shrinking trend,2015 enrollment "Pepsi" down to 0.75,many secondary vocational schools to reduce the source of "enrollment difficult" problem,part of the school dropout rate is high.In the middle of the supply of vocational education and the education needs of the people,there has been a clear "supply and demand imbalance" phenomenon.In this regard,some scholars from the perspective of restricting the supply of education,that should reduce the scale of secondary vocational education,the abolition of "occupational parity" restrictions;and the government from the perspective of stimulating the demand for education,the introduction of grants,tuition fees and other financial funding policy.At present,the research and discussion on secondary vocational education is mainly based on the perspective of pedagogy,which is focused on the descriptive level,from the perspective of supply perspective or demand.The analysis based on economic perspective is limited,especially the research involving quantification is more inadequate.Based on the above reality,the author analyzes and studies the development of secondary vocational education in China from the macroscopic effect(supply)and micro-decision(demand)on the basis of reading the basic theory and fully combing the development of secondary vocational education in China.At the macro level,on the basis of using Dennison's analytical framework and perfecting it,through the study of the economic benefits of secondary vocational education in China,the relationship between education and economic growth is obtained.Based on China's accession to WTO,Class education in the WTO before and after the contribution to the economy,in order to judge the current stage of China's continued development of secondary vocational education is still economically meaningful,to verify whether the supply of education led to greater economic costs.At the micro level,it is necessary to verify whether the financial subsidy policy of stimulating education needs can achieve the expected effect by analyzing the factors in the investment decision-making of the individual,and then use the cost-benefit method of economics to influence the individual Decision-making factors to classify and explore the reasons for the "imbalance between supply and demand" of secondary vocational education in China.Finally,according to China's current economic and educational status quo,put forward to solve China's secondary vocational education development policy recommendations.Through the above analysis,this paper comprehensively uses the methods of normative analysis,quantitative analysis,induction and deduction,through the analysis and research on the development of secondary vocational education in our country,the following conclusions are drawn:First,since the founding of the PRC,China's secondary vocational education has made great progress,but there are still many problems,especially after experiencing the rapid development of the beginning of this century,some problems are more prominent,such as secondary vocational school The rapid decline in the number and size of the school,the serious turnover rate of students,lower employment from the graduates,weak teachers and so on.The dilemma faced by the development of secondary vocational education in our country has the requirement of change at both the supply level and the demand level.Second,under the analysis of Denison's analysis,the elasticity coefficient of education output in China's economic growth is estimated by perfecting the production function.According to its valuation,the economic growth factor analysis method is used to test the growth contribution of the secondary vocational education before and after China's accession to the WTO and compare it with other kinds of education.The empirical results show that:(1)the contribution of secondary vocational education to economic growth is becoming more and more obvious in order to meet the requirements of economic development and industrial upgrading after joining WTO.(2)The contribution of secondary vocational education to economic growth is compared with other education.(3)Compared with the input of other education,the investment of secondary vocational education in China does not match its contribution to economic growth.Therefore,the Government still needs to increase the secondary vocational education investment,vigorously develop secondary vocational education.While the view of reducing the scale of secondary vocational education is bound to affect economic growth,not economically viable.Third,theoretically,there are many factors influencing individual investment decision-making,but the factors that affect middle school graduates choose middle vocational education are mainly junior high school students' status,family economic status,national financial support policy,student gender,The number of children in the family and the geographical and other factors.The results show that:(1)the factors such as achievement,family income,region,number of brothers and sisters can significantly affect the choice of secondary vocational education.(2)The impact of the state financial subsidy policy on the choice of secondary vocational education is not significant.It can be seen that the government's financial support policy,which aims to stimulate the demand for secondary vocational education,has not achieved the desired results.Fourth,by constructing the "cost-benefit" function of educational investment decision-making,the economic explanation of each influencing factor in the choice of secondary education is given from the perspective of mathematical analysis,which reveals the reason why the effect of financial subsidy policy is not significant Of the financial support policy can not effectively improve the secondary vocational education needs.On the basis of this,through the analysis of relevance,this paper puts forward the reasons and improvement factors of "supply and demand imbalance" of secondary vocational education in our country,and puts forward the policy suggestions to solve the problem of the development of secondary vocational education in China with the experience of vocational education in typical countries.The innovation of this paper is mainly reflected in the following aspects:First,the use of Dennison's analytical framework for the study of education and economic growth in the relationship between the production function of the amendment to make it more realistic situation.At the same time,the modified model is used to systematically estimate the output elasticity of China's economic factors,including education,so as to arrive at the long-term effects of various factors on China's economic growth.Second,China's accession to the WTO,the formal establishment of a market economy as a node,the use of economic growth factor analysis of China's accession to the WTO before and after China's secondary vocational education on the contribution of economic growth comparative analysis,and junior high school,high school and other education comparison,the impact of secondary vocational education on economic growth in different periods and at different stages,and then explains the irrationality of reducing the view of the scale of secondary vocational education.Third,the influencing factors of secondary vocational education in rural middle school graduates in China are summarized by using the relevant survey and analysis methods,and these influencing factors are used as explanatory variables to establish multiple logistic regression models as explanatory variables after graduation from junior high school,which examines the significant factors in the microeconomic decision-making of secondary vocational education and reveals the phenomena and causes of the impact of financial subsidy policy.Fourth,through the construction of the "cost-benefit" function,the author analyzes the significant factors influencing the selection of secondary vocational education in our country,and explores the economic logic behind each factor,and then puts forward the reasons and improvement of the "imbalance between supply and demand" of secondary vocational education in China Elements.On this basis,combined with the experience of typical countries,put forward to solve the development of secondary vocational education in China policy recommendations.
