Research On The Employment Security Of The Disabled In The Perspective Of Positive Welfare

With the Promulgation and Implementation of ’The disabled people employment ordinance’ in 2007 and the new ’The law for protecting disabled people’ in 2008,have laid a new legal environment and put forward a new goals and objectives for the development of the employment security for the disabled in China.How to help the disabled with labor ability,employment intention and reach the legal age to achieve ideal occupation and happiness of life,have become an important content of build a well-off society in an important social problems in urgent need of research to solve.The employment security for the disabled mainly refers to the institutional arrangements of the government and the society to help the masses of the disabled laborer to realize their right to employment and development through various forms of care and support.Along with China’s economic development,social progress and the development of disabled people for employment expectations rising,the traditional concept of policy and practice of the disabled employment guarantee mode has been difficult to meet the requirements of current practices in the development of the employment security for the disabled.Research on the employment of the disabled from the perspective of positive welfare,first of all,based on the literature research and the study of the development trend of the employment security for the disabled,the paper analyzes the possibility of promoting the development of the employment security of the disabled through the use of positive welfare thoughts.Then,based on the theoretical perspective of positive welfare thought and the empirical investigation of the employment security of the disabled in five counties and cities in Henan Province,the paper makes a deep study of the development of employment security for the disabled in Henan Province,which is representative of the sampling area.In order to be able to let the survey data can truly reflect disabled employment security reality characteristics in Henan Province,the selection of the sample area fully consider the sampling area with the level of economic development,industrial structure and other factors,and ultimately determine the national-level poverty-stricken county F,National Hundred Counties G,large city L,industrial county R and large agricultural countyM,five regions as the sampling source.On the basis of in-depth interviews with relevant experts and scholars,government officials,the disabled employment security practitioners.The research geared to the needs of the disabled laborer questionnaires of 1600,the actual recovery of 1568.On this basis,through statistical analysis of the survey data,the analysis ofthe data about the status of employment security and the different types of employment for the disabled in the sample areas,the paper combed the main problems and difficulties in the development of the employment security for the disabled in the sample area.And in the basis of theoretical analysis for the disabled employment security issues,combined with the main ideological characteristics,value concept and practice ideasin the perspective of the positive welfare thought,draw lessons from international advanced experience of disabled employment security,the paper proposes the corresponding countermeasures and suggestions.Mainly includes: first,the concept of scientific employment security is not widespread,and the policy setting is not comprehensive and the implementation is not rigorous;second,the disabled employment support mechanism is not sound,the efficiency of social administration is not high;third,the positioning of government functions is ambiguous and the allocation of resources is ineffective;fourth,The employment service market is under developed and the employment service level is low.Under the positive welfare perspective in combination with the advanced experience of international employment security for the disabled,this paper puts forward some countermeasures and suggestions.Mainly includes: first,optimizing the social environment,strengthening the construction of the legalsystem and a positive social welfare system;Second,establishing a strengths perspective,accelerating the accumulation of human capital;Third,Optimizing the allocation of resources and innovating the mode of employment guarantee for the disabled;Fourth,respecting the vital rights and interests of all parties and meeting the challenges of the “new normal”;Fifth,promoting the diversified development of benefits and building a support system for the employment security.Finally,in clarifying the practice logic of the disabled employment security support system and the main demand of the disabled employment support and the mainduty of the different responsibilitymain body of disabled employment,the paper constructs a employment support system for the disabled in the perspective of positive welfare,in order to promote the development of the employment of the disabled.Based on the empirical investigation of five counties and cities in Henan province,the research on the employment security of the disabled in the perspective of positive welfare,on the basis of literature research,combining the theory of positive welfare thought and empirical analysis,try to answer the question "do what" and "how to do" in the process of promoting the development of the disabled employment in such a large population,weak economic foundation and fast development province like Henan.This is not only consistent with the trend of social welfare practice development in the world,but also with the level of economic and social development requirements in the future of China.The research on the employment security of the disabled in the perspective of positive welfare is a beneficial exploration for the development of the employment security of the disabled in China.
