The innateness of mind offers a new perspective for us to examine visual arts other than the empirical perspective. This paper would like to present a unique theoretical basis to observe visual arts by discussing the innateness of mind from the aspects of perception and advanced mental activity. In this paper, the first and second chapters elaborate on how "concept transfer" in design is realized and given new level of significance and value under the function of recursiveness. The author first enters into a study of universal quantifier and discovers the logical innateness of human mind, which lays down clues for the following discussion on logical capability. Then the author points out that "concept transfer" could be summed up as "metaphor",which, along with the relevant issue of "conceptual category",are discussed using classical category theory, family resemblance, prototype theory, idealized cognitive models and embodied metaphor in the above sequence, and concludes that the reason for "concept transfer" becomes possible is the"paraconsistent logic ability" and "resursiveness" as its core function. Finally, the author reexamines the meaning and value of metaphor based on "recursiveness" and presents an answer from the mind perspective to the ultimate question of "what is a good, creative design"and "how is a good, creative design possible".Chapter three of this paper tries to offer a new reading from the perspective of mind to dissect Gombrich's many discussions on visual arts using psychology of perception,or in other words, based on Gombrich's analysis on decorative art, this chapter tries to offer a new way to further discuss the understanding and creation of visual arts by revealing the mind characteristics included in the logic of the decorative art.In short, this chapter explores in detail the"recursiveness" and "apriority" of mind embedded in the visual arts in three parts:1)how do limited mind overcomes the confinement of finiteness;2)how does recursiveness as a means of creation reflect in the work;and 3)how does the fundamental function of apriority reveals itself in the response to visual complexity. The fourth chapter of this paper gives a brief analysis of Chomsky's Government and Binding theory and the concept of Poverty of Stimulus, and it uses these two theories to reject the voidness, arbitrariness and posteriority of signification ability and signification knowledge, and to rebuttal Lacan's priority of the signifier and his subject concept of void and otherness. Finally this chapter answers the question of "what can determine the subject on the base of cognition" by taking Chomsky's stance. In conclusion, mind has the property of innateness, and on this basis,it presents recursiveness and domain-specificity.The core objective of this paper is to achieve a little prospective work to construct a visual arts theory outside the empirical mode with the help of such property of the mind, and to prove the limitation of empiricism by using empirical evidences. In other words, just consider the statements in this paper as a ringing bell to those who are satisfied with the dreams of empiricism.
