Energy and environmental issues are the hot issues in the world today.“Energy-saving and emission-reduction” rose to national policy after China's commitment to carbon emission reduction targets in 2009.At the same time,China as a big country of energy consumption,reducing energy intensity and improving the overall efficiency of the energy and environment become the focus of the government work.In order to reflect energy-saving and emission reduction responsibility of “common but differentiated”,regional differences targets of conservation and emission reduction during the “12th Five-Year” period was implemented.Under this context,in order to more deeply understand the gross of energy-saving and emission reduction targets and the allocation problem of component,the regional differences and influencing factors of energy consumption and carbon dioxide emissions need to carry on systematic research.Thus,we can propose reasonable policies and suggestions to for energy consumption and carbon emission reduction of different provinces.Based on the above,this paper mainly does the following work:(1)In order balance the economic output and environmental pollution,the dual efficiency of economic and environment in each province of China is studied.This paper uses the concept of natural and managerial disposability in the DEA-RAM model,the provinces capital stock,energy consumption and labor are selected as inputs,each province's GDP as the desired output,carbon dioxide emissions as undesirable outputs,and then this paper calculates provincial economic growth potential,energy saving potential and the potential of carbon dioxide emission reduction.Besides,based on different resources endowment of provinces,the reasons of regional differences is studied.The results show that there are obvious regional differences in the comprehensive efficiency of energy and environment in all provinces of China and the technological innovation and industrial upgrading have great impact on the comprehensive efficiency of energy and environment,and improved technology will help reduce pollution emissions while increasing economic output;Furthermore,a large number construction of homogeneous high energy consuming and high polluting enterprises resulting in a great waste of resources and environmental damage.Therefore,energy saving and emission reduction is focused on the development of alternative energy sources and clean coal technologies.(2)Analyze the win-win problem of carbon emission reduction and economic growth by Kuznets curve theory.In order to fully consider the spatial effect of each variable,this paper analyzes the trend of China's carbon dioxide emissions and economic growth by using the Kuznets curve and spatial panel econometric model.The results show that our country is in the rise of the inverted “N” type curve,and the introduction of the control variables(including the industrial structure,the energy structure,foreign trade and urbanization)have an obvious effect on the fitting of environmental Kuznets curve.Besides,the second industry,coal consumption and urbanization is the main reason to increase the carbon dioxide emissions,and foreign trade can significantly reduce carbon dioxide emissions.(3)Explore the dynamic relationship between carbon dioxide influencing factors in China's provinces.This paper analyzes the dynamic interaction mechanism of the influencing factors of carbon dioxide emissions in China's provinces by using panel vector auto regression model(PVAR).This paper estimates provinces' influence coefficient of the economic growth,foreign trade,energy structure and urbanization on carbon dioxide emissions through the panel GMM,and analyzes the four factors on the provinces changes in carbon dioxide emission contribution rate by panel variance decomposition.Finally,this paper studies the impulse response function of the four factors on the change of carbon dioxide emissions in each province by the panel pulse response function,and explores the effect of the four factors on the carbon dioxide emissions of China in the short term.
