In this study, this study from the global combing the causes of safety problems, along the market mechanism trajectory to find the implementation of social goals, from the source of public opinion to find the source of the cost of spillovers, through exploratory case studies,construction of public opinion Environmental impact of SMEs on the initial production safety behavior model, and through the mechanism analysis and empirical test, draw the corresponding conclusions and put forward the SME safety production public opinion environment optimization measures.On the basis of theoretical analysis and empirical research on issues related to the public opinion environment of SME production safety, this research mainly obtains the following innovative research results:(1) Through the overall combing of SME production safety problems, the author gets the idea of social supervision. Emphasis can be placed on improving the public's sensitivity to safety, public awareness, and the positive role of social organizations in fulfilling social goals. They are good at grasping every rare access to the public's view and becoming a public issue. Opportunities, disclosure of more detailed safety information, attract more public attention to participation, to guide the public resources to promote the safety of SMEs to promote the issue of deepening the power to solve.
