In China, with the transition of the institutional environment, the positions of the local governments of the national autonomous areas are highlighted, and their consciousness related to interests is enhanced. The competition among the local governments, including those of the national autonomous areas, is becoming increasingly violent. As a matter of fact, the co-operation among them is also developing fast. These phenomena in the interacting relationship between the local governments are catching eyes of the academic circles.China adopts the unitary system in the form of state structure, which underlies the vertical and horizontal relations of the local governments. However, such static relations are transforming because of the change of the roles and functions of the local governments. Traditionally, the local governments stood only for the division of the power, and had to bow to the command of the superior local governments or the central government in the longitudinal relationship. In this situation, the interests of the local governments were not admitted and their active attitude was not showed up as much as that they have today. At the angle of horizontal relationship, the local governments were situated in a closed state, and interacted in a dormant way. Since China reformed his administrative power and adopted performance-assessing systems, the local governments of China are acting as a relatively-independent interest body to compete and co-operate with their counterparts. So, the relations among the local governments are becoming dynamic. The relationship of competition and co-operation among the local governments, in essence, manifests itself as a game playing, in which the interests of the state, of the local governments and their jurisdictions are redistributed.Generally speaking, a human being would compete to live on, which is a kind of human instinctive behavior. Objectively, the competitive behaviors of the local governments of the national autonomous areas have dramatically promoted the economic and social developments in these areas over the past years. Meanwhile, negative effects of excessive competition in the absence of the restraint have been conspicuous. In order to avoid the extinction of the human kinds in the Hobbes Jungle, people cooperate on the base of identification of each other. In reality, cooperation has also its own limits.Competition-cooperation theory has shown the necessity of building a system which can integrate the two into an organic unity. Based on the theory, this dissertation aims to analyze the factors related to the competition and cooperation of the local governments of the national autonomous areas, and tries to give some suggestions on a robust system, with which the economic development, the national unity, the social stability can be realized harmoniously and coordinately. |
