After World War II, along with the rapid development of industrialization and city,great changes have taken place in the big city regional spatial organization form,appeared in the metropolitan area with big city as the core. The world also raises fiveworld-class Metropolitan, such as Tokyo, New York, Osaka, London and Paris. Topromote regional economic development, the formations of these metropolitan areasspeed up the process of world economic integration. As two major metropolitan areasin the world, Tokyo and New York metropolitan area are not only the most developedcountries in the region, but also one of the most active areas of the world economy.From the development history of the two cities, urban economic circle in a big city asthe center is the main mode of city development, has become the main theme of theworld in twenty-first Centuries and the development of the world economy. Along withthe reforming and opening and market economy, the level of city in our country hasimproved. City circle shape in Yangtze River Delta, the Pearl River Delta, and Jingjinjiregion has been formed, at the same time; some local and regional metropolitan regionshave been formed.Based on the general analysis of metropolitan area theory, we have a detailcomparative study of economic development on Tokyo and New York metropoliscircle, and summarize problems of the two metropolis circle in the developmentprocess, and put forward suggestions and strategic choice for Yangtze River Delta"city circle in the development.The full text is divided into eight parts:The first part is the introduction. This part mainly introduces the background andsignificance of this topic, related literature at home and abroad, the research idea,method and the innovations and shortcomings of this paper. The second part is analysis of the general theory of metropolitan. The main part ofthe "metropolitan" relevant content systematically, including the "metropolis" of themeaning, characteristics, formation conditions, type of development, urban economicfunctions as well as the metropolis circle construction theory etc.. Among them,metropolitan area has three main features, four formation conditions and four economicfunctions. In this part of the theory of basic construction of metropolitan area, this paperdiscusses the theory of metropolis circle from the perspective of regional economics,the theory of Metropolitan Industrial Economics under the perspective of economics,city under the perspective of spatial economics theory of metropolitan and themetropolitan area theory.The third part is the comparison of Tokyo and New York City circle evolutionmechanism. The evolution of mechanisms and the economic development of the city inthe Tokyo Metropolitan Area, from Tokyo city process and characteristics, the TokyoMetropolitan Area formation, the Tokyo metropolitan area evolution and path and theTokyo metropolitan area evolution and development mechanism and other aspects areintroduced. Among them, the development of the Tokyo Metropolitan Area mainlyexperienced three stages, and analyzes the dynamic mechanism of evolution anddevelopment of urban circle, and summarizes the government mechanism is the mainmechanism of evolution and development, and the market mechanism especially theprice mechanism of the market also play an important role in the evolution of this part;mechanism and economic development in New York City metropolitan area, mainlycarries on the analysis from the aspect of evolution and development of New York citycircle, New York city circle evolution and development characteristics and New Yorkmetropolitan circle evolution and development power mechanism etc.. Among them,the formation of New York metropolitan area has experienced three stages, thedevelopment of government mechanism and market mechanism of metropolitan areahas a role in promoting, in addition, the government and the market force–“ULURP”governance mechanisms also play an important role in. Finally, through a comparativestudy of two metropolitan areas, analyzes the same points and different points of theevolutionary process. The fourth part is the comparison of Tokyo and New York metropolitan regionspatial structure. From Tokyo and New York metropolitan city spatial structure, cityspatial structure evolution of expansion of the two metropolitan spatial structure andcity economy development of city spatial structure and the development of mechanisms,and furthermore, analyzes the Tokyo metropolitan area is a single nuclear metropolitanarea, New York metropolitan area is a a multi-core metropolitan area. Extension inspace, the Tokyo metropolitan area are mainly dispersed development networkstructure from the "one focus" to "suspicious multi-core"; New York city circle is fromthe "point" to "side" of the axial diffusion and development.The fifth part is the comparison of Tokyo and New York metropolitan industrialorganizational form. Mainly from the three aspects of the function orientation of thecity circle, industrial structure and characteristics of industrial structure and city andindustrial structure and regional economic development, evolution of Tokyo and NewYork metropolitan industrial organizational form for a detailed analysis, and throughin-depth comparative study, summed up the two in the form of industrial organization,Tokyo and New York city agglomeration core service and financial management,special the three industry, the industrial structure of two metropolitan agglomeration, atransverse vertical chain, and two metropolitan city has the reasonable industrialdivision of functions.The sixth part is the comparison of Tokyo and New York metropolitan transportnetwork system. By comparison of the construction in Tokyo and New Yorkmetropolitan transport network system, analysis of the transport system, commuter railcars and two metropolitan areas have network characteristics is the main transportationcircle residents. However, the two are different in the aspects of transport developmentmode. Tokyo Metropolitan Circle reflects the metropolis is a rail transit as the leadingpattern of development, New York metropolitan residents commuting more is mainlywith the car, supplemented by commuter rail. In the traffic network systemmanagement system, the construction and development of the Tokyo metropolitantransport network system design is more by the government unified planning,construction and development of New York metropolitan transport network system is mainly promoted from the metropolitan transportation planning organization.The seventh part is the comparative study of coordination and managementmechanism of Tokyo and New York metropolitan area. In the aspect of coordinationand management mechanism of economic development in Tokyo and the New Yorkmetropolis circle, makes a comparative research on the development and managementmechanism from the operation and management mechanism, the JapaneseMetropolitan American metropolitan administration system, Tokyo and New Yorkmetropolitan area and New York Metropolitan Tokyo and coordinated managementand city circle economy, analysis of the planning concept of two metropolitan areas areforward-looking, and headquarters economy of metropolitan coordinating managementand plays an important role in economic development. However, the managementmechanism of two different subjects, Tokyo Metropolitan management mechanism isthe government, regional management of New York city circle is a non-governmentalorganization management system. This will reveal in China in the process of theconstruction of metropolitan area, it is necessary to learn from the Tokyo MetropolitanGovernment coordination management means, non-governmental organizationmanagement system and boldly learn New York metropolitan regional management.The eighth part is the enlightenment of the development of Tokyo and New Yorkmetropolitan area for China’s construction of "Yangtze River Delta" city circle.Thissection describes the five main problems existing in the development of China’s"Yangtze River Delta" metropolitan area and strategic value and the process of thedevelopment of. Based on the situation of China, combined with the "current situationand problem of Yangtze River Delta metropolitan area," referring to the developmentexperience of Tokyo and New York metropolitan area, put forward suggestions forChina’s "Yangtze River Delta" metropolitan fit and strategic choice.
