The features of tourism industry, low consumption of resources, industry driven,employment opportunities and consolidated effective industry play an important rolein the economic and social development. Nowadays, our country is entering a newstage of popular tourism, and then changing from the " tourism resource country" to "Asian tourism country”. The tourism industry has become a new growth point ofnational economy. The development of tourism in our country is unbalanced, andthere are differences between regional tourism efficiency and productivity. Therefore,how to accurately measuring and evaluating the tourism industry efficiency andproductivity in our country, anglicizing of the evolution features from dynamic angleto find out the low is necessary for the development of tourism industry, especiallythe comprehensive promotion of regional tourism input-output efficiency andproductivity.This paper discusses the tourism economic theory domestic and abroad, basedon the statistical data, the use of modern statistical and econometric analysis methodto dynamic comparative analysis the tourism area efficiency and productivity of themeasurement, and the regional convergence affect the efficiency and productivity toformulate industrial policy to promote the tourism industry, tourism development,provide the theoretical reference and support data.The thesis consists of6chapters.The first chapter: introduction.First, introduce the background and significanceof this topic. This article is based on the difference on the ability to use differentregions invested in tourism resources. Measuring the efficiency and evaluation oftourism industry from a new point of view is an important aspect and supplements tothe study of the development of Chinese tourism industry. It also has the importantscientific significance in the study of the input of resources and regional tourism development. This paper expounds the tourism economic theory, analyses the relatedconcepts involved in this paper, and makes a brief review of the existing research,introduces the framework and content at the end of the paper.The second chapter: The Development of China Tourism---The Analysis of theBasic Characteristics. From the aspects of stages, total development characteristics,factor input and regional distribution, this chapter will analyze and conclude thetypical characteristics of Chinese tourism development. The development of Chinesetourism can be divided into three stages: the first stage is the generating stage (from1923to1949), the second stage is the forming stage (from1950to1990), and thethird stage is the growing stage (from1991till nowadays). This chapter also analyzesthe basic characteristics of Chinese tourism from the number of tourists bothdomestic and international, as well as the growth of tourism revenue. Meanwhile, italso analyzes the typical characteristics of Chinese tourism from the factor input aswell as the structure and difference of regional tourism. From these typicalcharacteristics, we can see the overall development situation of Chinese tourism andthe existing problems.The third chapter: the Bootstrap-DEA analysis method of regional tourismefficiency.The growth process with certain efficiency and technology progressivelevel are core content of tourism competitiveness and the important form ofexpression. The growth efficiency of regional tourism reflects the utilization of inputsof various tourism process of the regional tourism growth. In this chapter, we measureand analyze the efficiency of tourism in different areas in China by the method ofBootstrap-DEA. The results show that the average technical efficiency of the tourismindustry in various regions of China from0.796in1999to0.751in2011. Tourismindustry technical efficiency with the development of the tourism industry and itsgrowth effect are not obvious. While technical efficiency from1999to2011tourismstandard deviation has increasing trend, Explain that regional tourism’s differences intechnical efficiency increases. The average scale efficiency of regional tourism from0.678in1999to0.630in2011. Between1999and2011, Chinese tourism industryscale efficiency presents a first increased and then decreased trend. The scaleefficiency’s standard deviation presents an increasing trend, show that the difference among regions tourism scale efficiency and regions is also expanding.The fourth chapter: the Panel data co-integration model analysis of the efficiencyof regional tourism impact factors. The tourism economic theory consider that: Thelevel of development of social economy, the tourism industry structure, and tourismindustry management system are the three major factors affecting the efficiency oftourism industry. This chapter based on the third chapter’s result of study, takeadvantage of the Bootstrap-DEA estimates from1999to2011of31provinces,autonomous regions and municipalities in China, tourism industry pure technicalefficiency results, establish panel data co-integration model. Analysis the impact offinancial conditions, area conditions, tourism assets, travel agency. The results showthat Hebei, Hubei and Shanxi province location advantage are most obviouslyeffecting on tourism growth efficiency. Heilongjiang, Jiangxi, Shanxi also haverelative regional advantages. The effect of Regional financial supporting obviously.The empirical research conclusion consistent with the previous theoretical analysis.Regional financial support provided the landscape, traffic and environment. etc.. Thehardware construction is an important foundation to support the development ofregional tourism.The fifth chapter: Malmquist Productivity Index Analysis---Based on commonfrontier Regional Tourism.In the industrial economy analysis, we usually useBootstrap-DEA method to finish the calculation and research work of the productivityindex. But this traditional analytical paradigm has its own inevitable disadvantages.The traditional Malmquist productivity index calculation method usually suppose thatthe evaluation units are at the same technique level, whereas the evaluation units maybelong to different technique unions priory or theoretically, therefore, when facingdifferent production frontiers, the efficiency represented by distance function ratiowill not be compared resulting from the disagreement in measurement standards. Infact, facing the evaluation units with different production techniques, how to evaluateand compare relevant efficiency is a tough problem in the research field of efficiencyand productivity. At present, the most effective way to this problem is the adoption ofcommon frontier model based on common frontier idea. From the analysis results inchapter3we can see that from1999to2011, there are significant differences between technical efficiency and scale efficiency of Chinese tourism development in31provinces, autonomous regions and municipalities. If we simply use the Malmquistproductivity index, we cannot objectively reveal the productivity development inChinese regional tourism development. Therefore, this chapter uses Malmquistproduction index based on common frontier to analyze the productivity developmentas well as regional differences in Chinese tourism development in31provinces,autonomous regions and municipalities from1999to2011. The research reveals thatin common frontier and group frontier from the year1999to2011. The averageproductivity index of tourism growth in different regions in China are raised from0.813to1.307. After the year of2002, the average productivity index of tourism isalways above1, it shows that the average productivity index of tourism is increasing.From the year1999to2011, the productivity index of tourism in east groups increasefrom0.938to1.515. The productivity showed a significant growth trend. Theproductivity index of tourism in the middle groups increase from0.893to1.323. Theproductivity showed a significant growth trend. The productivity index of tourismin the western groups increase from0.598to1.133. The productivity showed asignificant growth trend by year.The sixth chapter: the analysis of region tourism productivity and astringency.We know that the development of region tourism is imbalanced. Not only thedisparity of revenue but also the efficiency and productivity of tourism industry.Atthe same time, there are many factors constraint the development of region tourism,such as the imbalanced of tourism resources and tourism investment. The unbalanceddevelopment of Chinese tourism productivity mean that China’s tourism region doesnot exist convergence trend or just in some cases to convergence has importantmeaning to reduce the disparity of region tourism. Bayard and Camacho(2008)TARPanel data co-integration model in this chapter introduced Chinese regional tourismproductivities astringency from1999to2011. From the empirical analysis to provethe different stages of development in various areas of tourism, its productivityconvergence process showed different situations. From the test results can be seenthat it not exists trend of linear astringency in the east, middle and west of China. Butunder nonlinear TAR panel data co-integration model, there is an threshold effect of east, west tourism productivity convergence process. It developed quickly in thetourism industry threshold variable region. In some related areas there is aphenomenon that region grouping average rise. It exists absolute astringency in somecertain condition. It is important that promote the region tourism and degrade the gapof region tourism. In the middle area, it exists complete astringency relationship. Itindicates absolute astringency of productivity in the middle part of China. It isdifferent astringency speed in different economic situations.
