To promote urbanization and encourage farmers into the city is an important way to solvethe "three rural" issue. which can not only promote aggregation of factors of production andform economies of scale, but also help lots of surplus labors into the city, increase the share ofrural per capita production, and achieve land scale operation, so as to alleviate fundamentallythe pressure of the "three rural" issue.To promote farmers into the city successfully andhealthy, to promote the urbanization orderly and harmonious, it is necessary to study on theinitiative of farmers into the city acts. At now, our country is in the acceleration phase ofurbanization, to study the behavior with the decision-making and irreversible of farmers intothe city which aim to become citizen has a very clear practical significance. This not only canprovide guidance for farmers to make the city decision-making, and provide a reference forthe government to plan the farmers into the city.Farmers into the city is a rational behavior, the pursuit of profit maximization is the mostimportant. Learn from the behavioral sciences, psychology and the theory of planned behavioron the view of the behavior occurs, this paper argues that the behavior of farmers into the cityis the result of the role of subjective intention and objective conditions. Among them, thesubjective intention of the behavior of farmers into city is dynamic factors, the objectiveconditions of the behavior of farmers into the city is constraints. Learn from the push-pulltheory, the new labor migration theory, hierarchy of needs theory and the theory of plannedbehavior, refer to the existing research, combined with the practice of behavior of farmers intocity in the urbanization process in China, the behavioral analysis model were constructed ofsubjective intention and objective conditions of farmers into the city, designed a questionnairebased on it, conducted a random survey and interview. By logistic regression analysis on thedata collected, the main factors are achieved that affect the behavior of farmers into the city,which provide an objective basis to incentives the behavior of farmers into city. According tothe dominant position of farmers and the government in urbanization, self-motivation andsocial motivation are proposed.The main conclusion of this paper include:(1) the main purpose of farmers into the cityis to pursuit economic interests. From the regression results of the simulation analysis, thepursuit of higher income is the main motivation of the behavior of farmers into the city;(2) the affect is significantly about conditions and ability to acts on farmers into the city, whichreflecting the important effects of the condition and ability acts on farmers into the city;(3)educational level reflects the individual’s cognitive level and the overall quality, it is a corefactor of restricting the behavior of farmers into the city;(4) the integration of urban and rurallabor market will help farmers work in cities, which shows it is necessarily to build ascientific, integration of urban and rural labor market;(5) the acts of farmers into the city isnot only individual behavior, but also group behavior. Therefore, the farmers’ self-motivationand the government’s social incentives is put forward to incentive the behavior of farmers intocity.The main possible innovation is embodied in the following areas:(1) the behavior offarmers into city is the result of the role of subjective intention and objective conditions, thepursuit of profit maximization is the fundamental motivation of the behavior of farmers intocity. Among them, the subjective intent is the power factor of the behavior of farmers into thecity, and the objective conditions are the constraints of the behavior of farmers into the city,The two are a unity of opposites, that is to say, which are both relatively independent andinfluence each other;(2) subjective intent factors is divided into tendencies attitude,subjective norm and control of cognitive factors, the objective conditions of factors is dividedinto individual factors, family factors, community factors, and institutional factors. Accordingto the push-pull theory, use logistic model regression analysis the factors of subjective intentand objective factors, the main factors to affect the behavior of farmers into the city areachieved;(3) According to the farmers is the demand main body of the urbanization and thegovernment is the supply main body of the urbanization, regards that farmers and thegovernment is the main body in incentive the behavior farmers into the city, the incentiveapproach is self-motivation of farmers and a social incentives of government. According tosimulation results of regression analysis based on research data, the measures are proposedthat self-motivation include in raising awareness levels and enhancing the employability andentrepreneurial abilities, social incentives include in constructing the education system inrural areas, urban and rural labor markets and the urban and rural social security system.
