With the rapid development of modern science and technology and the economicglobalization, the competition between firms increasingly intense, and the environmentfaced by enterprises is more complex. Especially in China transition economy background,the market become more turbulent and uncertain. So the environment puts forward theenterprise’s competitive ability to new requirements. Because of the endogenous resourceshortage, Technology new enterprise with high knowledge, high innovation, high inputresistance, and high risk characteristics, need obtain the essential resources from externalat the beginning, and then set up the competition advantage. For technology new enterprise,knowledge resources has important significance to construct the sustainable competitiveadvantage. At the same time, due to the transformation economic background, the prominentuncertainty and opportunism behavior characteristics of popular, making it difficult forenterprises to acquire resources, also give the enterprise form the competitive advantage anincreased level of difficulty. Trust as effective non-market governance mechanism, intransition economy condition, for the enterprises to gain the knowledge resource has veryimportant influence. And organizational learning is an important way for enterprise to gainknowledge resources.Based on relevant theories as the foundation, with China as a representative of thetransformation of economy as the research background, this article make the technology newenterprises as the research object, and then discuss the relationship between trust,organizational learning, access to knowledge resources and competitive advantage throughthe theoretical summary, and combined with empirical research combing out the key factors.After that structure the theoretical model.This article mainly research contents include:1, Literature review, based on the induction and summary of scholars before related researchresults, refining the research elements needed in this study, and research on.2, Theoretical model. On the basis of the conclusions in the literature, we divide trust intothe enterprise internal trust and enterprise external trust two dimensions, and research the correlation between it and the organization learning, knowledge resources and competitiveadvantage from this two aspects. And then puts forward the theoretical model.3, Do case study to investigate the effectiveness of the theoretical model.4, From the theoretical model, this article put forward ten hypothesis basis on the elementsof relationship between trust, organizational learning, access to knowledge resources andcompetitive advantage.5, Do empirical research on the theoretical model by using SPSS statistical software andadopts the regression analysis method. Relevant data is mainly from475copies oftechnology enterprise questionnaires in Jilin, Beijing, Shanghai, and Fujian province.6, Discussion on the empirical results. In the empirical study of article, ten hypothesis areverified, and the results have nine hypothesis are supported, and one is not supported. In thispaper, the results have been further discussed, and combined with the actual situation ofChina’s economic transition, and analysis the cause of these results. Then obtain the finalresearch conclusion and related enlightenment:1) due to the lack of resources of thetechnology new enterprise itself and the desire of the resources required to eager, its mustattach importance to enterprise internal and external trust relationship establishment andmaintenance. And the establishment and the maintenance of trust are often need through twoaspects of the material incentive and emotional communication to achieve.2, knowledgeresources to the new technology enterprise to gain the competitive advantage is important,and organizational learning is an important channel to obtain knowledge resources. Theestablishment of internal and external trust also can improve organizational learningefficiency and effectiveness.
