With the sustained and stable high-speed development of China’s economy, thetotal consumption of mineral resources and quality will continue to grow and increase.But along with the development of resources, in many of our mining areas,there are aseries of increasingly serious problems, such as serious waste of resources,ecological destruction intensified, frequent security incidents; With the developmentof social-economic, the demands of mineral resources are increasing which havecaused the increasing shortage of resources, and thus affect the social-economicdevelopment; Moreover, resource consumption and environmental pollution causedlower environmental capacity as well as the lower resource and environmentalcarrying capacity, which resulted in slow development of mining areas. Therefore, thestudies about the mining area of sustainable development management definitelybecome the forefront and focus research in the field of earth science, resources andenvironmental science, management science, information science. There are a lot ofresearches about the mining area of sustainable and mining area managementinformation system development and construction, but the outcome of mining area ofsustainable development and management information services which use the currentapplication of multi-disciplinary integration about spatial information technology,systems science, management science and economics are few, and lack of systematicand practical. Therefore, the methods and techniques of the research about the miningsustainable development of management information services remain to be deeper andexpand.The thesis is on the basis of―the research on mineral resources informationservices model and mechanism in Sichuan province‖,―Dark rock mineral database construction and technical economic evaluation in southwest region‖,―Mineralreserves survey database construction projects in Sichuan province‖and other projectsof research results, which uses system science, sustainable development theory,system dynamics and scientific management for theoretical approaches as well as thePanxi mining area and the Longkou mining area in Shandong Province for the objectof study, and also uses3S technology-based spatial information technology for ameans to study the techniques and methods of spatial information services in miningarea sustainable development and management process. The research is of greattheoretical and practical significance which can improve the level and capacity of themining area sustainable development management information services, as well asprovide an important scientific basis for the state, the local governments and themining companies who draw up sustainable development planning and industrialdevelopment strategy. The main research contents and results are as follows:(1)The paper analyzed the hierarchical structure of the mining area sustainabledevelopment and management, and aimed at the characteristics of the process andcontents of the mining area sustainable development and management, and utilizemanagement information systems to design a three-dimensional conceptual model ofthe mine development and management information services. The model can helpmore in-depth understanding of the content and object of the mining area ofsustainable development and management of spatial information services, and fromthe breadth and depth of understanding of sustainable development to the needs ofspatial information services, so as to clear the goal of information services.Meanwhile, the article analyzed the spatial characteristics and the spatial relationshipsof the mining area sustainable development, in order to achieve the purpose of the useof spatial information processing and analysis capabilities to improvedecision-making analysis capabilities.(2) Under the framework of Geospatial information services theory and theapplication of SOA architecture and Web Services technology, the paper hasestablished a framework of sustainable development for the spatial informationservice system of mining area, and designed function of the system structureaccording to data management, graphics management, sustainable development ofmining area and application model. Moreover, the paper gives more detaileddescription of the key technologies, methods, systems as well as specific technicalsolutions. All that has provide help for mining area to develop multi-level,multi-function, multi-purpose sustainable development of spatial information service system.(3)On the basis of discussing the mining area of sustainable developmentmanagement’s information content, type and characteristics,it analyzes the currentdata integration techniques and then focuses on service-oriented mine data integrationarchitecture. Secondly, it describes the process of database construction andfoundation standard. And by analyzing the demand, this paper designs the structure ofsustainable development management database systems of the mining area andexplains the specific content of the database system. Finally, it introduces the methodof building database model which is based on UML and Geodatabase. The researchhas provided an idea to explore the scientific, rational organization of massive andheterogeneous geographic information data resources and integrated solutions of themining area.(4) By systems science, industrial economics as the theoretical basis and systemdynamics whose characteristics is feedback control as the method, there is constructedthe models which is about the mining area sustainable development planningdecision-making in this article. It makes a computer simulation separately from twoindustrial development modes which are depending extractive industries and roughindustry and implementing industrial innovation strategy as the method of choosemining area. And it compares the economic performance (GDP) from horizontaland vertical which is caused by the mining area of the five industrial parks evolutionand then qualitatively and quantitatively analyses its development trend. It uses GIS inthe model’s prior processing of spatial data and the simulation result’s expression ofspatial visualization. So it provides the basis for the mining industry planning andregulation of industrial structure and provides the decision supports for theimplementation of the sustainable development strategy. It enriches and expands themining area simulation research ideas and also establishes a new set of models andmethods in the spatial dynamics simulation of the mine planning by using systemdynamics and the method of GIS integration for the mining’s sustainable developmentplanning strategy.The studies have shown that, the strategy which relies on the development andprocessing of mineral resources and then promotes the development of relatedindustries is not sustainable, and will lead to mining area economies recession as wellas debacle in the next30-35years. The strategy using mining technologicalinnovation to prefer minerals and prospect scientifically is also not sustainable andonly can, more or less, delay the time of the economies collapse of this region. It is also not to guarantee long-term sustainable development of the region by miningby-products as circular economy of other industry resources investment, because othermanufacturing and processing industries completely depending on the output of theextractive industries will gradually loss resource channels with the depression of theextractive industry. So the resource development of the mining area is limited, weneed make a development plan as soon as possible. In order to promote thesustainable development of the mining area, we must be to introduce―the depth ofresources processing industry‖,―mining technical advisory and technical services‖,―mine domestic services and related manufacturing‖,―the eco-industry‖and so on,and then provide vigorously supports. At the same time, to promote the recyclingeconomy construction, the focus is to formulate some measures which promote thetransfer of industries, industrial restructuring and investment restructuring and broadthe industrial chain to the mining area epitaxial.(5) In the light of the characteristics and the current situations of mining area’ssustainable development, this article studies the level of evaluation index system ofthe mining area’ sustainable development and describes the evaluation method ofsustainable development level and development capacity and then makes empiricalanalysis. This article provides the basis for guiding mining area of economicdevelopment, eco-environmental protection and managements of mineral resourcesexploitation, social development and provides the decision support for the sustainabledevelopment and investment of the mining area.
