International communication comes into being after the taking shape of various states and gets momentum from the development of society. International communication is of great importance to every sovereign state. Generally speaking, such an importance mainly lies in its function to promote the international image of its home country, curb the international image of its competitors, express interest on those core issues and safeguard international public relations at crucial moments.The term globalization was originated from a heated political debate in the1960s and was firstly put forward by American politician Zbigniew Kazimierz Brzezinski in his book Between Two Ages in the year of1970. Despite the fact that the academic circle has different definition and connotation about international communication, it is no doubt that globalization has become the common context of international communication at the present world. Under globalizing context, the capability to communicate with outside world has turned out to be an indispensable part of a nation’s soft power. For a sovereign nation, soft power, together with hard power, like two wings of a bird, two wheels of a cart, are mutually interactive and conducive. Moreover, with the fastening of global integration, compared with hard power like economic strength, soft power like international communication will play more important role in a country’s image construction globally.International communication is politically sensitive under the background of globalization and it is often closely linked to a country’s existence and prosperity. Under most circumstances, both the communicator and receiver are independent countries in international communication, so as to make balancing strategy of crucial significance in such a communicating process. Especially for a country like China which boasts the second largest GDP scale in the world, but still lags far behind in terms of communicating capability and skills.In this dissertation, the author at first points out that those developing nations including China still stay at the peripheral areas of the global communication system while those developed nations firmly take the central stage. Catering to their own demands, developed countries control information flow and its direction all over the world, thus setting up a totally imbalanced international communication order. Meanwhile, the author analyzes the positive and negative effects of globalization on the forming of multicultural context. Based on the analysis, the author creatively points out that globalization process will escalate the imbalanced international communication order in the short run. But in the long term, it will help make the communication order balance again.Secondly, the author combs the history of China’s international communication from its initiation, analyses the political, economic, ideological, cultural, linguistic, and some other reasons which cause our present backwardness in international communication. Some not so good consequences such as the fluctuation of our country’s image, embarrassment in diplomacy, inability to control information outflow, cultural misunderstanding and cultural anxiety also arise from such an imbalanced international communication system. To achieve balanced communication, while safeguarding our national interests, we should avoid direct confrontation with western countries, learn to set international agendas and try to speak in line with western discourse system, thus promoting global image and influence of China.Furthermore, from two perspectives——macro-level and micro-level, the author explores balancing principles and strategies in international communication. From the macro-level perspective, emphasis should be given to four dialectical balances during the construction of China’s international communication mechanism. From the micro-level perspective, emphasis should be given to balance between different ideologies, balance between political sense and social feeling, balance between different regions, balance between different cultures, balance between countries with different geopolitical relations with China, balance between different voices and balance between various media forms.Finally, the author analyses the development tendency of international communication. The deepening of theoretical studies is of top priority. Meanwhile, barriers, not only between theory and practice, but also between general education and professional education, should be broken, so as to make more communication researchers combine their theory with practice perfectly and broaden their learning horizons. Only by doing so, can we beef up our own international communication institutions and air stronger voices in international affairs. Only by doing so, can we win more rights of speech in international communities and gives more powerful support to our country’s peaceful development strategy.
