Local colleges and universities have become the main force of Chinese higher education in the era of mass higher education, but the low efficiency of human resource allocation has long been restricting the development of local higher education. In April 2015 and July, Premier Li Keqiang and general secretary Xi Jinping went to the northeast region to make research and both pointed out that deepening the reform of the socialist market economic system is the key to solve the current development problems of the northeast. As a microcosm of the economic and social development in the northeast, Liaonig local higher education is also in the downward pressure on the reform. In particular, the appointment of teachers in colleges and universities is facing many difficulties and problems, which restrict the improvement of the overall strength of local colleges and universities. Based on the questionnaire survey and interviews of 23 local universities in Liaoning Province, this paper makes a thorough study on the theory of organization design and other scientific theories. And combined with the national and Liaoning province related management policies, it puts forward countermaeasures to improve the efficiency of human resource allocation in Liaoning Province, and to promote the modernization of higher education in Northeast China and the whole country.Except the introduction part, four chapters are included. The first chapter is the theoretical basis of the whole paper. It defines the basic concept of local colleges and universities, the teachers’ appointment system and so on. It focuses on the basic theories, such as organization design, modern human resource management,higher education function, application of system management and so on. It also combs the personnel management and the education development policy of the nation and Liaoning province. According to the sample survey data and interview survey materials, Chapter 2 mainly summarizes the current problems in the implementation of the system of local colleges and universities in Liaoning province, including the inversion of academic power and administrative power, the weakness of the appointment system, single appointment, a mere formality of appointment and the imperfection of the assessment system.Chapter 3 discusses the cause of the problems from five aspects:the teachers appointment system ethics flaw, the inaccurate orientation, the inadequacy of autonomy right, the deficiency of executive power, the low level of market-oriented development of local colleges and universities.Based on the principle of combination of theory and practice, Chapter 4 puts forward "five change" general idea and with the guidance of the theory of organization reengineering, the paper puts forward seven specific measures to promote the implementation of the system of local university teachers’ appointment.From the perspective of the relationship between the government,society and universities,this paper constructs the appointment system reform model "the government’s macro management, independent school running, social objective assesssment"We should learn from the domestic and international universities, but we should more combine our appointment system with the historical and realistic conditions of Liaoning province to constantly optimize it, to scientifically put forward the reform measures and suggestions.We hope the appointment reform can effectively promote the teacher working enthusiasm and Liaoning higher education’s sustainable and healthy development.
