| Sports science and technology innovation system is a guarantee for building an innovation-oriented country, pushing forward innovation in sports science and technology, contributing to transformation in sports developing mode, and accomplishing scientific allocation and integration of sports resources in whole society. With years’ support from the party and country, our sports science and technology has made great improvement. For now, while our country is making further progress in construction of national innovation system as well as science-and-technology-driven one, sports field also is actively adjusting and changing its own strategies and developing mode. Under such circumstances, how to effectively build up sports science and technology innovation system, therefore, furthering sports science and technology innovation development, has currently become a highlight of sports work.To this end, by methods of literature, questionnaires, interviews, case studies, clarifying the evolution and status of both sports science and technology and its innovation system, the study using the analytical framework of national innovation system and advanced experiences in this field both domestically and internationally as a tool, explores key issues in the system building such as constraints, problems,challenges, in setting up the system’s function, goal, requirement, content, and measures, and reform in management bodies and function, driven-power mechanism, and security system. This paper tries to put forward a systemizing way of sports science and technology innovation system which is feasible to our development status and requirement.Study conclusion as follows:Firstly, Sports science and technology innovation system is an industrial one, a key part of national one. It prefers to an organic systems which is made up of enterprises, research institutes, colleges,intermediary organizations, and other related bodies, specializing in innovation of knowledge and technology, achievement application. It bridges national innovation system and regional one.Secondly, Elements of Sports Science and Technology Innovation System including innovation platform and subject have already in place, but systemically and organizationally deficient. In sports field,innovation subject includes government, sports business and innovators, research institutes, universities,intermediary service organizations and others. On the other hand, innovation platforms, such as: Laboratory,research base, information platforms, has been built up. However, coordination between various innovative elements is inadequate; innovation capacity needs to be further improved.Thirdly, Factors affecting the development of China’s science and technology innovation system has been diverse. Such as lack of top-level design in macroeconomic policy-making and management system,poor systematic coordination; in the aspect of innovation subject, there are problems as weak research capacity in public research institutions, low transformation rate of achievements, innovation inability of sports colleges and enterprises; in mechanism, for example: small investment and unreasonable allocation,disjointed cooperation; in innovation environment and conditions, technological infrastructure platform construction is lagging behind, market mechanisms to play a bigger role; in policy support, the guiding and incentive role of government need to be strengthened. Among them, the macro decision-making and management systems, innovation mechanisms and policies support, are the main constraints of sports technological innovation development.Fourthly, Construction of sports science and technology innovation system depends on building platform, developing research and promoting technological achievements. Four systems in knowledge innovation, technological innovation, management, and in system innovation together constitute the whole system of sports science and technology innovation. The systems are integral one which taking the knowledge and technological innovation as its ultimate goal and top value. Its construction and development lies on levels of creative activities, therefore, efficiently improving utilization and innovation of sports technology resources.Fifthly, The development of sports science and technology innovation system is inseparable from government’s promotion and support, who in the construction of sports science and technology innovation,function as a guidance, controller, cooperator. Reform management system of Sports Science and Technology Innovation System mainly carry out in regulatory agencies, operating mechanism, and security mechanism.Research recommendations as follows:Firstly, To strengthen the construction of innovative ideas and culture within the sports industry. By improving the market system and competition regime, transform conservative consciousness and psychological dependence into coining innovation-centered, unconventional sports culture, and making an internal environment embracing innovation, risks, failures, and various ideas.Secondly, Adhere to multiple research directions, stick to basic policies for mass sports and elite sports research, at the same time to further strengthen the sports industry research.Thirdly, To differently promote sports basic research and application one, and to accordingly take different strategies for such differentiation of the two kind of research as in the study of purpose and utility,institutions in charge, and research incentives.Fourthly, To promote sports research achievements ’ transformation on multi-level. Taking the content and structure of this netted transformation as center which is based on scientific and technological research, achievements transformation, product development, and information exchange, government,college, institutes and enterprises and so forth altogether, form into a organization, which will be helpful to realize the goal of transforming research achievementsFifthly, To promote collaborative and innovative development of sports science and technology. To establish an effective carrier so that the core elements of innovation between cooperative subjects makes an organic integration, and a long-term mechanism of collaborative innovation, furthermore, real innovation advantages through collaborative creativity will truly come about.Sixthly, Construction of technology specialization think tanks should be propelled. Long-term mechanism of think tanks in decision-making, flexible operation mechanism, quality and competitiveness should be established and improved. By planning and arranging various scientific and technological resources, it’s necessary setting up sports science and technology think tanks characterized by clear position, particular features, moderate scale and rational pattern, in further making it a powerful one. |
