College students are very valuable human resources because they are the future of our country and the hope of our nation, so the ideological and political education for whom is relevant to the advancement of college students’ socialization along with the career of Chinese Characteristic Socialism Construction. Until now, without exception of China with five-hundred-year history, all the countries highly focus on the ideological and political education with the distinct class feature in the social activities. At the critical moment of economical, political, cultural and social transformation, our party and government have given more emphasis on the college students’ ideological and political education, thus the institutionalization study of which owns great value to meet with the world challenge, Chinese development tendency, and the college students’growth. Therefore, this research greatly has theoretical academic significance and huge practical value. The philosophy of education system will firmly break through the bottlenecks and greatly broaden the innovative space and dimension of college students’ ideological and political education, meanwhile it will instruct the college students’ ideological and political education on the way of a standardized, procedural and scientific development.Currently, study for institutionalization of college students’ ideological and political education has been pursued among the fields of economics, philosophy, ethics and other subjects. In the view of institutionalization concept, this doctoral dissertation combs its domestic and international construction theory, discussing its realistic needs exploring its existing problems and reasons during the construction; on this basis, the dissertation constructs the system, creating the operational mechanism and proposing the feasible countermeasures and safeguards of college students’ideological and political education institutionalization. The whole text consists of seven chapters, which can be divided into the theoretical part, the historical part and the practice part. Among them, the introduction is the beginning, and Chapter Ⅱ is the historical part; Chapter I. Chapter Ⅲ, and Chapter IV belong to the theoretical part; and Chapter V and Chapter VI are included in the practical parts. The specific contents are summarized as follows:Chapter ⅠIntroduction. Introduction part mainly elaborates the topic origin and academic significance, current situation of the domestic and international research, the basic train of research thought and framework, and research method and innovation points, etc.This dissertation is of great theoretical and practical significance, which is mainly originated from the author’s pursuit for college students’ ideological and political education and academic innovation and the rational thinking of institutional construction. In the theoretical sense, this study, mainly on the institutionalization of college students’ ideological and political education, firstly contributes to the development of this subject, then promotes the ideological and political education’s theory combining with practice and referring to other subjects. From the point of practical sense, this study cultivates the college students’ regulation consciousness, then improves the actual effect of ideological and political education and guides college students’ ideological and political education on the scientific developing way. This dissertation summarizes all the relative research findings of this field, picking up the domestic research findings from three perspectives of the general study, identical study, and detailed study and sorting out the international research ideas at three stages from the periods of1640to the middle of19th, from the middle of19th to the beginning of20th. and from the20th to now. As a result, this text absorbs the former and present, the foreign and Chinese theory and practice, which lays a solid foundation for my study. On this ground, this dissertation innovatively proposes my own research ideas and framework, centering on "a piece of the main line"----"institutionalization of college students’ ideological and political education";and including "three main parts"----"analysis of theory and investigation of practice, systematic construction of institutionalization, and operational mechanism of institutionalization";and concerning "three problems"----"why college students’ ideological and political education needs the institutionalization, what kind of the institutionalization is required in college students’ ideological and political education, and how to conduct the institutionalization in college students’ ideological and political education". In the dissertation, the research methods also are concluded as the approach of literature analysis, of combining theory with practice, of combining historical investigation with comparative analysis and multidisciplinary integrated approach. After presenting the key points of the research, the dissertation attempts to offer three innovation possibilities, namely, to realize the vision transformation of ideological and political education research field;to define college students’ ideological and political education institutional concept; to explore the college students’ ideological and political education institutional system and operational mode.Chapter II Institutionalization and the institutionalization of the ideological and political education Chapter I describes institutionalization and the institutionalization of the ideological and political education system.Starting from the concept of the system, based on system’s etymology interpretation and multidisciplinary perspective, this paper analyzes various types of system, and reveals several characteristics of system, such as mandatory, subjectivity, relative stability and universality, etc.,and reorganizes the concept of system, institutionalization, and institutionalization of the ideological and political education system. Then, it exhaustively divides the systematic type of the ideological and political education, and further analyzes the characteristics of the ideological and political education system. After that, it differentiates the specific relationship between educational system, institution and mechanism. Finally, it expounds the institutional concept of college students’ ideological and political education, and explains that college students’ ideological and political education system aims at improving the practicality of college students’ideological and political education, and at solving the specific contradiction. Also, it shows that the current college students’ ideological and political education can not meet the need of the social development. Thus, the colleges and universities acting as the leader, the common participation of educators and education receivers will absorb the college students’ ideological and political education into the scientific, legal, and standardized track, making the ideological and political education in the dynamic rule-based, long-term interactive development process. Meanwhile, the paper proposes five features of college students’ ideological and political education institutionalization, which are the coexistence of science and humanity, integration of politics and value, entirety and openness, the equal emphasis on practice and reflection, and flexibility interspersing with artistic. And what’s more, it proposes positive function of college students’ ideological and political education institutionalization, namely, guide positioning, control safeguard, coordination and integration, and constraint specification. Consequently, it establishes the research foundation for the institutionalization of the ideological and political education by means of defining the connotation and denotation of the relative concepts.Chapter Ⅲ Chinese Historical evolution of institutionalization of ideological and political education Chapter Ⅱ is mostly about Chinese historical evolution of institutionalization of ideological and political education. The institutionalization of ideological and political education possesses profound historical and cultural base without imagination, establishment of which experiences the historical evolution process. The dissertation divides the historical evolution into three parts, namely, ancient ideological and political institutionalization history, recent higher education systematic establishment and historical development of ideological and political education institutional thought, and review of the college ideological and political education institutional construction under the leadership of Chinese Communist Party. Firstly, ancient ideological and political education institutionalization history includes three stages, the beginning of the ideological and political education institutionalization in Pre-Qin Period;the prosperity of Qin, Han, Sui and Tang Dynasties’ ideological and political education institutional thought; the refining development of Song, Yuan, Ming and Qing Dynasties’ ideological and political education thought of institutionalization. Secondly, recent higher education systematic establishment and historical development of ideological and political education institutional thought can be divided into two stages, namely, the exploration of late Qing Dynasty’s ideological and political education institutional thought; and the enlightenment of the Republic of China’s ideological and political education. Thirdly, under the leadership of Communist Party’s, the college ideological and political education institutional construction includes all the thoughts, theory and practice of each stage such as the early founding of our party, revolutionary civil war, the socialism construction period and the reform and opening times. Reviewing the history of ideological and political education institutionalization has provided new revelation and valuable experience to the modern ideological and political education institutional construction, that is to say,"Three laws" and "Five revelations"."Three laws" means the national law, the inheritance and evolution law, and the political law of the fittest survival;"Five revelation" means imbalance of institutional construction of college students’ ideological and political education, improvement of the leadership assessment mechanism to ensure the direction of institutionalization development, encouragement of emancipating the mind to enhance the culture heritage of the institutionalization development, advocacy of the requirements of the theoretical innovation to improve the curriculum system of college students’ ideological and political education, conquest of the institution-building difficulties to guide the college students’ ideological and political education on the way of scientific development.Chapter Ⅳ Reality appeal of college students’ideological and political education institutionalization Chapter Ⅲ discusses the reality appeal of college students’ ideological and political education institutionalization. As an old saying goes,"Ideological and political education is the survival line for the economical life and all other work". As the tremendous transformation of the social environment and trend is caused by the huge transition of Chinese economy, politics, and culture, now a series of new situation, new problems, and new challenges occur to the ideological and political education, bringing the previous education into a developing dilemma. In order to correspond to the reality appeals for the ideological and political education development, I claim to carry out the university ideological and political education institutional construction. The paper illustrates the significant meaning of college students’ ideological and political education in four aspects, which are the objective demands to modernize its institutionalization construction, the necessary option to adapt to the change of the systematic environment, the key point to construct modern university system, and the essential way to enhance the effect of ideological and political education. Firstly, in the premise of analyzing the modernization of human and thought, modernization of ideological and political education appeals for its institutionalization. Secondly, change of systematic environment demands for strengthening institutional construction of ideological and political education; change of the systematic restraint object requires developing institutional construction of ideological and political education. Thirdly, after the analysis of modern university system, it is found that there is greatly internal conformation between ideological and political education institutionalization and modern university system, which attributes to the construction of modern university system under the direction of ideological and political education institutionalization. Fourthly, the paper analyzes poor effect of the current college students’ideological and political education and reflects to improve the effect by way of institutional construction of ideological and political education. Therefore, institutional construction can contribute to shift experiencing working method into scientific educational thought, which promote its systematization and scientific development.Chapter Ⅴ Predicament and reflection of institutional construction of current college students’ ideological and political education Chapter Ⅳ demonstrates the predicament and reflection of institutional construction of current college students’ ideological and political education. In the current college system conditions, because the systematic goal of the ideological and political education cannot be predictably fulfilled in the practice smoothly, it is often off target and produces some deviation. This chapter claims three main problems and five findings existing in the institutional construction of the current college students’ ideological and political education. Three problems are illustrated as followed. Firstly, it is inappropriate system of college students’ ideological and political education, which embodies fragmentary systematic content and systematic intensity and systematic off-morality caused by constrain of the subjective and objective factors. Secondly, it is incompetent executive of college students’ ideological and political education system, which is caused by low executive status and poor executive force and formalization in the executive process. Thirdly, it is inefficient effect of college students’ ideological and political education system, which reflects on the low participation and poor effect and unreasonable evaluation, leading to false effect of ideological and political education. To solve these problems, the paper deeply analyzes that the main reasons for these problems are in following five aspects. Firstly, it is the confinement of the systematic environment. Being the outcome of the history, the system has been strongly influenced and restrained by politics, economics, culture, nature and other historical factors in the process of systematic formulation and implementation. As for the college students, the primary environments of influencing their ideology are transforming social surroundings, accompanying family surroundings and developing school surroundings. Secondly, it is the limitations of systematic executors. Since sharp beneficial conflict and contradiction exist among education executors, they deviate in the way of conducting the systematic goal, significance, content and demand, eventually leading to poor effect. Thirdly, it is the defects of the system itself. It is caused by unreasonable systematic goal and indefinite systematic content. Fourthly, it is imperfect supporting system. Institutional construction of ideological and political education lacks of developing guarantee because of shortage of coordinated education system and sensible evaluation and supervision mechanism. Fifthly, it is inadequate system innovation. The insufficient innovation of systematic ideas and operation mode greatly weakens actual effect of college students’ ideological and political education.Chapter Ⅵ Systematic construction of college students’ ideological and political education institutionalization Chapter Ⅴ explores the institutional implementation path of college students’ ideological and political education. Studying on the predicament and reasons of institutional construction of college students’ ideological and political education is not to purely focus on academic study, but to figure out the problems and to construct the institutional system and to enhance the actual effect of education. This chapter belongs to the practice part of the whole text. First of all, this paper analyzes the internal structure of institutionalization, sorting out the adhered principles in the institutional construction of college students’ ideological and political education, which are the combination of fairness and legitimacy, the unity of humanity and life, the coordination of stability and flexibility, and the consistence of practicality and feasibility. Then, it discusses in details the institutional construction of ideological and political education, including target system, regulation system, organization system and security system. Target system refers to element target, concrete target and teaching target. It is of great importance for regulation system to establish executive regulation of college students’ ideological and political education after defining regulation system and regulation value and the basis of regulation formulation. Organization system is critical to guarantee goal realization of college students’ ideological and political education, including systematic organizations of educational function, such as college organization (Student’s Affairs Office, Publicity Office, and Youth League Committee of College etc.), school organization (Students’ Office), student volunteer organization (Students’ Union, Youth League Committee of Branch etc.). This paper takes party and youth league organization, student association organization and class organization for example to crucially analyze how to further optimize organizational system of college students’ ideological and political education institutionalization. Security system maintains the normal development of college students’ ideological and political education institutionalization, containing security of policy, thought, knowledge, material and system of it. On balance, scientific and reasonable college students’ ideological and political education institutional system supplies the powerful motive force for promoting the development of ideological and political education.Chapter Ⅶ Operational mechanism of college students’ ideological and political education institutionalization Chapter Ⅵ explores the college students’ ideological and political education institutional operational mechanism. As an organic ideological and political education system, it is only by means of establishing coordinated, balanced and efficient operational mechanism that we can obtain the best efficiency and maximum effect of education. Reviewing on the past ideological and political education, one of the important problems is the lack of effective institutional guarantee mechanism, resulting in non-standardization and non-institutionalization of the ideological and political education. Accordingly, on the basis of constructing the system of college students’ ideological and political education institutionalization, improving the effectiveness of college students’ ideological and political education system, it is determined to explore the operational mechanism matching to the institutional system at every step of education. In the new period of Chinese socialism construction, the operational mechanism of the college students’ ideological and political education institutional construction should be firmly centered on the institutional leadership and organization mechanism, public opinion survey and information feedback mechanism, implementation and regulation mechanism, supervision and incentive mechanism, and evaluation and safeguard mechanism. Undoubtedly, because institutionalization itself is a dynamic process and system construction is not the final purpose, smooth systematic operation is just our ultimate one. Only with the institutional operational mechanism guaranteeing systems implementation of regulating the process of the ideological and political education in survey, precaution, implementation, supervision, assessment, rewards and punishment, security and other aspects can ideological and political educational activities really ensure tangible results.College students’ ideological and political education is a complicated, systematic research project. It is not only a single individual that can fulfill the task if the research, from the multi-entry perspective and the varied practice activity, constructs college students’ ideological and political education institutional system comprehensively, systematically and perfectly. So, this research conducts some practical exploration and preparations of theoretical foundation, adhering to Marx’s standpoint, viewpoint and approach, basing on the former system construction’s experience and lessons. First of all, it realizes the ideological and political education itself is a kind of institutional activity; secondly, it is aware of the importance of college students’ ideological and political education institutional research; thirdly, it discovers that the problems can not be evitable in the college students’ ideological and political education system construction; finally, it points out the topics that should be valued in college students’ ideological and political education system construction, for example, motivating students civilizing initiative, attempting varied practice approach of education, and reform and innovation in the development.Enforcing college students’ ideological and political education institutional research has become an era need, the requirement of subject, the need of college students’ full development, being an irresistible trend. As the new era educators of ideological and political education, we are obligated to firmly support each other, actively promoting the college students’ ideological and political education system construction, and diligently composing a new chapter of modern ideological and political education, with an open mind, the global perspective, and orientation of college students’ full development.
