A Study On Poverty Situation And Anti-poverty Policy Of AIDS Population

Since the appearance of AIDS, AIDS exerted great influences on the world. Understanding about AIDS changed as time goes on, from that AIDS is not an improtant question originally, to reach a consensus, AIDS is a crsis to socail development. AIDS, as a malignant and transmitted disease, became a social problem attracted widespread interest. AIDS does not merely influence life quality of person and family, it deeply influences social stability and speed of economic development, more likely, it could halted the pace of development of our economic society, and sometiomes delayed.The direct consequence of the AIDS pandemic is poverty, in addition, the cause of AIDS pandemic is also poverty. There must be some profound significance between AIDS and poverty. The relationship between AIDS and poverty are interrelated, intertwined and interaction. Although poverty can not lead to the pandemic of AIDS directly, but countless facts have shown that poverty tends to high-risk behaviors related to AIDS. Getting AIDS reduced the family into poverty. AIDS not only exacerbated poverty and brought new poverty group. Under such a background, it is necessary to conduct an in-depth study about poverty of AIDS population, in order to alleviate or relieve poverty of AIDS population and improve AIDS population’s condition. The study can be regarded as the theoretical basis of the reduction of poverty of AIDS population.This paper takes method which combines the quantitative and qualitative analysis to research AIDS population’s poverty problem, investigates the situation, characteristics and the reasons of poverty of AIDS population, examines the AIDS population anti-poverty policy designing, implementation, and the existing problems, put forward the theoretical framework of the AIDS population anti-poverty policy.The analysis of relationship between AIDS and poverty is in essential to clarify affecting mechanism, that is to say, how AIDS leads to poverty and how poverty causes AIDS pandemic. The dynamic process for poverty resulting in AIDS is a process of diease, socail stigma and social exclusion caused by AIDS together exerted on individual physiology and psychology, individual recongnization and behavior. socail relations and social status. The dynalmic process for AIDS resulting in poverty is a process of that social environment and vulnerability of population in poverty interacted. Vulnerability of population in poverty increases the appearance of high-risk behavior related AIDS. When poverty population were entering the environment where breeding AIDS, AIDS was produced.This paper shows poverty situation of AIDS population by two sides which are physical and social, grasps the characteristics and reasons, claims that poverty of AIDS population is a relative poverty, diversty of poverty, and presents dynamic character.In order to prevention and control of the prevalence of AIDS, government has made more efforts, but the question of poverty on AIDS population still exist, which concerns policy making and implenmenting closely. This paper explored reasons why does policy fail to achieve the anticipated result in the process of policy making and implementing.Based on the problems in the process of field survey and international anti-poverty policy and strategies on AIDS population, from the perspective of social support, this paper puts forward to countermeasures and recommendations of anti-poverty of AIDS population in china.
