All parties debate and game on the core terms of 2015 greenhouse gas emissions global agreement. Developed countries advocate for dynamic interpretation of the common but differentiated responsibilities, taking into account the reality of emissions and economic status quo, and emphasize the consistency of national emissions. But developing countries adhere to the convention and the Kyoto protocol which developed countries assumed binding quantified emission reduction targets and developing countries took action themselves. Developed countries mainly based on the relative interests for many reasons, but there are also differences: umbrella group given the huge cost on one hand, on the other hand, they don’t want to see big developing countries get more carbon emissions to get relatively fast development. In addition to slow the speed of developing countries, EU considers that climate security is an important interest. Developing countries is the priority to consider that the development of social economy and eliminate poverty. After the game between the North and the South, the new agreement is likely to continue to describe as common but differentiated responsibilities, whose connotation will be different.The divergence exists between the United States and the European Union about emission reduction mode. European Union claims “top-down” mandatory cuts, while the United States adheres to the “bottom-up” independent emission. It is obvious that EU want to continue leading the global climate governance. The United States would not to take emission reduction, in addition, it would like to compete with EU about new agreement and mastery of climate governance. After the game between EU and USA, the new agreement is likely to continue to describe as INDCs, which contains “top-down” and “bottem-up”.Developed countries are reluctant to transfer climate technologies to developing countries, which is extremely urgent for developing world to fight to climate change. Developed countries are reluctant to transfer technology is rooted in low carbon technologies because of the potential commercial interests. Developing countries can further improve their abilities of mitigation and adaptation by introducing climate technology. The essence of divergence is the conflict between economic benefits and environmental benefits, which makes game occur between developed country and developing country. The result is that they may reach a compromise on how to prefect climate technology mechanism.China advocates that the developed countries and developing countries have distinction emissions responsibility on emission reduction model. China is also urging rich countries to implement its commitment to the technology transfer as soon as possible.China’s main considerations include that the negative impact of climate change, the positive and negative impact on the economy to reduce emissions and set up good international image, which make China take urgent countermeasures.
