Before the state intervention, each area and ethnic originally has its own mechanism to solve the elderly caring problem. The endowment insurance function of traditional culture had been weakened in the process of social development, and it can’t cope with the elderly caring problem of the new era. There is great practical significance in the domination of pension transaction. This paper takes a Wa village of southwest borderland as the research object, use the method of field research, take a anthropology discuss of this local elderly caring cultural, as well as modern pension policy’s practical situation.The paper inspected the function of family, relatives and kinship on the elderly caring. Among them, the concentric family structure’s center, the middle-level, outer sphere three types of families teamed up together constitute the circle to support their parents, and different level families are responsible for different responsibilities and obligations. This is the most effective elderly caring mechanism of local people. In addition to the "tong xin" family elderly caring, this paper tries to discuss the elderly caring culture through relative organization that not include their children, namely blood relatives, in-law relatives, etc, with the relative organizations, namely the club for the old man and art team, but find the family endowment function is rather weak.Different regions and different groups have different elderly caring logic, and this logic is based on people’s knowing themselves and other things’ fundamental point of view, that is the concept of the person. The understanding of people-home-village basic system is presented through the analysis of the local belief structure. This deeply rooted traditional concept makes people’s transcendental knowledge to personage, personal role in different places, and the role’s responsibility. Among them, the hollowed understanding to parent’s sanctification is the faith basis of "tong xin"family elderly caring the lack of family and collective sense lead to the lack of relative elderly caring which do not include their children and the local organization, and this form the demand of intervention of national pension to local area.By using a case to deeply analyze the present local endowment dilemma, understand the characteristics of local endowment logic. According to the article, whether like households enjoying five guarantees, nursing houses, or such as the market-based policies of endowment insurance, although it embodies the country’s good pleasure, but the existing pension policy still cannot achieve the desired effect. Ultimately, the reason for this is that the policy’s content and implementation measures are not adjust to local condition. |
