Privilege is the product of social development to a certain stage, but it will gradually disappear finally with the continuous development of social society. This will be a very long process, and there will be reversal and resistance. Due to the profound historical reasons and the complex social reality reasons, privilege phenomenon still exist in our country, and have brought serious harm to the social development. Privilege is an important source of corruption, closely relate to corruption. Anti-corruption must anti-privilege. Therefore, the governance of privilege phenomenon has become an important part of anti-corruption construction in our country. Judging from the existing literature, there are more discussions about system, supervision, punishment on privilege in academic circle, but not enough concern and research for ideological and political education of anti-privilege. The paper conducted a survey on the public cognition, attitude of privilege through the method of questionnaire and depth interview. In the course of investigation, altogether 2210 questionnaires were sent out to 28 provinces and cities in the country. Among these questionnaires,2183 of them were retrieved, and 2160 of them were valid questionnaires. In addition,20 people were conducted in-depth interviews. Through questionnaire survey and depth interview method, the social public’s cognition and attitude about privilege were investigated. The paper based on that the ideological and political education is an important means and thought guarantee of anti-privilege work, and combined with the ideological culture reasons which causes the privileges phenomenon come into being, put forward the goal and the content of the ideological and political education in anti-privilege work, as well as the ways and methods of ideological and political education to carry out in the anti-privilege work.The paper thinks that privilege refers to a group which base on the position, status, etc., enjoy special powers that have not been bound by the legal system and special rights beyond the right limit provided by the authority in the economic, political, cultural, social life and other areas. The research object of this paper mainly limited to the leading cadres privileges, and the privilege behavior subjects are leading cadres. Privilege is different from corruption and authority, but it also has a connection with them. At this stage, privilege phenomena exist in economic, political, cultural and social fields in our country. The privilege phenomena have caused serious harm to social development, including disturbs social justice, damages the image of the party, encourages the worship of power, hinders the reform of the social system and so on. There are many types of reasons for the arising of privilege phenomenon. Among them, the ideological and cultural factors are the important reasons for the arising of privilege phenomenon. The ideological and cultural factors influence the formation process of privilege phenomena. The external ideological environment which contain the impact of the Remnants of Feudalism, bourgeois bad ideas,and the wrong ideas emerge in the socialist market economic transition period, constitute the ideological and cultural soil of the arising of privilege phenomena. And the ideological problems of leading cadres, including lack of ideal and faith, the wrong concept of power, and the weak rule of law concept, are the ideological root of the arising of privilege phenomenon. The ideological and political education has unique function advantage. It is an important means of anti-privilege work, and it provides ideological guarantee for the other anti-privilege means such as system, supervision and punishment means. At present, our party has taken some measures to govern the privilege phenomena. For example, improve the system of normalizing power, supervision of power operation, punish the privilege behavior, and carry out ideological education activities. These measures have achieved some results. However, from the point of current work pattern, it presents a characteristic that pay more attention to the hard means such as system, supervision, punishment means, and pay less attention to the soft means such as ideological and political education. In the long run, the anti-privilege work needs to strengthen ideological and political education work. In this paper, the behavior subject of the privilege is limited to the leading cadre group, so the object of ideological and political education in the anti-privilege work is also the leading cadre group. Combined with the ideological and cultural factor of the privilege phenomenon’s arising, and the task of ideological and political education in anti-privilege work, the paper has made clear the goal and the content of ideological and political education in anti-privilege work. And the content of ideological and political education in anti-privilege work mainly contain worldview education, outlook on life education, value view education, power view education and rule of law education. There are six kinds of ways to carry out the ideological and political education in anti-privilege work, including cadre education and training way, special topic education way, correct styles of work and strictly enforce discipline education way, supervision education way, activity education way and self-education way. Different way has the corresponding specific implementation method.
