Aging of population in China is not only a change in the statistical indicators of demography, it is also involved in many changes in economic and society.The impacts of these changes cannot simply be judged as good or bad.The aging of population will be a social norm, and to manage the aging challenge, we need to change our social and economic policies. From the perspective of economics, the impacts of the aging include three aspects. Firstly, the aged tendency of population changes the labor market. Many studies in china insist that the aging tendency will make the country to lose the advantage in the labor market, and the demographic dividend will disappear. To be considered, the people with 60 years old or even older can still be an effective labor supply in the labor market, with the growth of the life expectancy and the improvement of health. Secondly, the aging tendency can bring the change of consumption structure. The influence of the consumption to the economic is clear, and the impact of the consumption structure to the economic is also obvious. The old consumption preference differs from the young. The young people would like to pay more to the developmental expenditure, such as education. The expenditure of the old man focuses on the subsistence expenses, such as Medical and health care, which contains bright market potential.Thirdly, the aging tendency could press on the social security system in China. Simply, the aging society has urgent requirement to establish a sound social security system, and against the old age risk is one of the fundamental design idea for the social security system. The population growth of the aging is accompanied by the aspiration of improving the social security system. There are, of course, many aspects to study the aging problem, such as ethics and sociology. The aging tendency affects the social ethical order, even can make impact on the evolution of social, cultural, artistic works.It is necessary to improve the social elderly service system with the arrival of the aging society. Precisely, it is necessary to improve government support for social elderly service system. Why the development of elderly service system is necessary and why the support of government is necessary? To answer these questions, we need to study its necessity. Analyzing the necessity of the social elderly service system, especially analyzing the necessity of the development of government-backed elderly services system is the logical start of the article. It is said that:people treat their parents and elder brothers or sisters as is should be, the world will be harmonious. Research on the fiscal policy of current elderly service has theoretical and practical meaning. In theory, fiscal policy of elderly services is a cross-disciplinary problem, involving political science, sociology and economics. The article will help to extend the classical theory and integrate different subjects. Realistically speaking, inadequate supply of elderly services is one of urging problems in our society, but it is a general conception. Which areas in the elderly service are underdeveloped? Which fields in elderly service system need to develop? All of these issues need to study carefully. In addition, could the elderly service be supplied through the social or market? Or is it necessary to rely on government? All of these questions have to be resolved before we make policies. After making clear the necessity of government to support theelderly service system, the question of the theoretical feasibility of the policy follows. In theory, whether the current fiscal policy can meet the requirements to accelerate the development of pension service? What kind of influence can be produced by different policy tools? Which kind of policy tools will be more efficient? All of these questions can be analyzed by classical theory models.Using fiscal policy tools to promote the development of elderly service system is the object of this study. In the article, better development means right direction, large quantity and economical.How to judge the fiscal policy has promoted the development of elderly services, need the theoretical analysis and current situation exploration. To analyze the practical problems, we need to understand the reality of the problems. To understand the situation, we need to sort different kinds of indicators, and to use the scientific analysis tools. After analyzing the phenomenon, the following is to compare the current situation with the ideal state and foreign practices. From the comparing results, we can draw the shortage of the elderly service development, and the explicit fiscal policy.In this paper, the normative analysis and empirical analysis methods is used. The article discusses the role of fiscal policy tool in the elderly services development, and judge the effect of fiscal policies with certain standards. The paper contains six parts, and the specific content are as follows.Chapter One:Introduction. This chapter describes the background,review of studies, related concepts,research methods, and possible innovations.Chapter two:theoretical analysis of the fiscal policies in elderly service system development.This chapter makes theoretical analysis of necessity in elderly service system development, and the mechanism of the fiscal policy.Theoretical analysis uses political science, economics and sociology theories, to analyze the mechanism of the fiscal policy intervention. Mechanism analysis mainly used economic theories, to analyze themechanism of fiscal policy with different fiscal policy tools, proclaiming the path of the fiscal policy to be working.Chapter three:the realistic analysis of the fiscal policies in elderly service system development. Firstly, this chapter summarizes the general characteristics of the fiscal policies in elderly service system development. Then, it analyzes the focus of the fiscal policy, and the specific effects of the direct financial investment policies, tax policies, government procurement policies.Chapter four:the exploration of problems of the fiscal policies in elderly service system development. This chapter focuses on the fiscal policy problems in elderly service, including the major support scope, the selection of fiscal tools, and the performance evaluation.The analysis combines with the exploration for the reality.According to the development of our country, the paper adds the Purchase of Service Contracting and PPP model, in order to enhance the predictability of the paper.Chapter five:the reference for foreign experience of the fiscal policies in elderly service system development. This chapter adopts comparative analysis approach, summarizing the role of the fiscal policies especially in developed countries, to conclude the enlightenment to our countries.Chapter six:the suggestion to the fiscal policies in elderly service system development. According to the analysis of previous chapters and the problems in reality, this chapter proposes the general principles and specific policy recommendations. In order to ensure the implementation affection of the fiscal policy, this chapter issues the other supporting measures.
