In 2002 the country began to take the division experiencement to separate the government with society, however, the news came that the result of the reform of Chongqing, Beijing, Shanghai is not optimistic. Why are these reformatioms not smooth ? How should we overcome the problems in the reformations?These problems are becoming the most concerned ones afte the reform. In 2012 a new government increasing decentralization reform, in order to open the thinking of reform of further separating the government. Power is the key issue of long-term entangled in the separation of government and society, which began toopen the way for separation of government and society in disorder. However, the new problems before hand are how we handle to separate the government relationship and take the decentralization of power in the separation of government and society, how to integrate the deployment and the new? This paper is based on the above issues and gradually take steps into further study.To find the available experience different trajectory we should firstly investigate the experience of separated from historical path society of China and foreign, the study shows that the separation of government and society is constantly a deepened route of a transformation of governance to promote the system reform, the path we call "system separatation consciousness",in western developed countries is the natural law of social forma-tionin the process of historical development based on the gradual deepening, to continuously update the culture to promote the reform of the path, we call the "historical consciousness". How such those two different paths as "system consciousness" and "historical consciousness" develop to modern integration is the paper’s goal.Based on the above consideration, this paper starts from the historical context of the power reform in our country, current features of our country’s social carding apart.The research suggests that power plays a key role in China’s historical development, national and social power in the contest constantly promote the reorganization and optimization of government society relations. And how to hold the rhythm of historical development and the inherent characteristics, to serve for the node in the deepening of the reform in the current division of authority a-nd fusion point, is the further research problems.Based on the current sustitution of the government separatation reform in our country, we are eager to take changes between the government and the growing new born forces in society, not the power of sub branch, but later how power tube problems. Combined with previous think, this paper advocates the power of "place" and "tube" should develop a historical process of intervention, named the "power shift". The government now needs to be delegated to the origin of social organization power "shift" for the new governance requirements under and in compliance with the social organizations of their own reality, social organizations to take ulity of power better.The above theoretical analysis, further applied to practical problems of current our country to separate the government reform to conclude that our country reform,social reform ideas separately reflect different,and presents the phase characteristics of different period of reform, the key factors which affect the mentality and the stage of development is different strategies and the extent to which thepower reform. Decided to reform is the key to the success of how to balance thepower game reform considering the local actual development and the relation between various kinds of interests of.That this study reflect the " Separate" → "close" → "balance" of thinking process. How the "Separate", "cooperation", "equilibrium" theory of organic integration, achieveand powerful, balanced complex of coordination effect is a new problem to break through from the theory of this paper. The research concludes that in our country at present to separate the government reform, the power should be active actively leading reform, the government planning to foster positive of social power, social evolution in the process of social power to be mature and sound, form effective to restrict the power of government, and of coordination and interaction with the government, good governance jointly committed to social the. If leaving the national sovereignty under the backgr- ound of social completely stand on one’s own governance, the decentralization of noninterference and power has been effectively allocated, but will lead to political and social each surface. Therefore Combining the "holistic governance" and "decentralized governance" theory, the introduction of the concept of historical elements and balance, try to integrate both theoretically "decentralized governance" set in front of "integrity" of the elements in constraint, that "the whole of decentralized governance" concept, so as to construct new political and social power relations realistic conditions with Chinese characteristics.In this research, with the historical institutional analysis method throughout the study process, we analyze the object in the history of development in time and space, the effective integration of combining reality reflected in historical elements theory.
