Research On The Local Execution In The View Of Network Politics

Recently, network politics becomes an important way to understand people’s livelihood, obtain research achievements and get the clues of corruption and dereliction of duty for Chinese central and local authorities. It is also a main platform to give suggestions and comments to government for general public. On June20,2008, General Secretary Hu Jintao talked with the netizen on people.com.cn which is the first intimate contact between the netizen and a country leader. On February27,2010, Prime Minister Wen Jiabao listened to public concerns and relieved people’s hardships through network on the eve of "two meetings". In December2012, General Secretary Xi Jinping told his schedule to make an inspection to Buping Hebei to the public through his official Weibo in advance. Moreover, many officers of different provinces made friendly contacts with common people by forum or Weibo email. All of these show that the officers and common people contact with each other through the internet become to a normal development. In the report to the Eighteenth National Congress of the Communist Party of China in2012, Hu Jintao first proposed to improve the contents of online services and advocate healthy themes on the Internet and strengthen social management of the Internet and promote orderly network operation in accordance with laws and regulations which points out the direction of launching network politics for local party committees and become the program of a new round of network politics.Governmental execution is the vitality of government work, the precondition of clear government orders and the basic guarantee of effective policy measures. The core of a new round government reformation is to exercise government administration in an innovative way, increase public trust in the government and improve its competence so as to make the government performance-oriented. The vigorous development of Chinese network politics brings new vitality to democratic decision-making of government and expands the space for promoting governmental execution. The rigid and inefficient Chinese bureaucracy starts to develop gradually with network politics which owes to the rapid development of e-government affairs and network politics. This paper researches how to increase government’s administrative efficiency in the trend of network politics from one function of network politics-increasing governmental execution.Firstly, the paper researches the relationship between network politics and government execution from theoretical basis of government execution investigation-public governance theory and citizen Participation Theory on the background of network politics. This is the innovation of the paper. It expounds a comprehensive and systematic relationship between network politics and government execution for the first time so far, including the positive and negative function of network politics to government execution and the usefulness of government execution to network politics.Secondly, the paper introduces the general situation of network politics in details, including the development history, characteristics, typical modes and social influences of network politics. Then the author makes a deeply excavation about the problems of local execution and find out "five insufficient":insufficient network politics understanding, insufficient construction of network politics’official website, insufficient execution of network politics, insufficient execution system of network politics and insufficient quality of network politics’executive staff. Later, the paper analyzes the administrative factors, institutional factors, citizen factors, technical factors of ineffective execution of local government. On administrative aspect, local government and their civil servants have deficient acquaintance about the network politics, disordered network politics identity, poor awareness and ability of "spinning the network". On administrative aspect, the interior operating mechanism and external supervision mechanism are defective. On citizen’s aspect, the capability and atmosphere for them to take part in administration are not enough. On the technical aspect, the development of Internet technology is unbalanced; the technology of e-government affairs is insufficient; there are many problems about Internet security. All of them show the problems of local execution to people clearly in order to make reference for them to do research and communication.At last, the paper puts forward the methods to optimize local execution on the background of network politics after finding the problems and reseasons. The author learns from America, Canada, Singapore, Hongkong and Macao whose e-government is developed, and find out the right way to optimize Chinses local execution. The network politics should be leaded by government, guaranteed by institutions, operated by citizens and supported by perfect technology.
