Abstract/Summary:
Intangible Cultural Heritage is a kind of precious living cultural heritage which passed from generation to generation mainly by oral means. Since the twentieth century, with the enhancements of the trend of globalization and the accelerated process of modernization, the intangible cultural heritage has undergone tremendous changes in its survival of cultural ecology, that some of them are changing or even disappearing at an alarming rate. And, nowadays, this kind of situation has drawn worldwide attentions. Convention for the Safeguarding of the Intangible Cultural Heritage was adopted by the UNESCO in2003. And as one of the member of the organization, china has taken a positive attitude to preserve, protect and pass on cultural heritage. In recent years, with our government’s efforts by increasing the intensity of the cultural heritage, especially intangible cultural heritage protection, the whole situation is developed in a positive manner. At the same time, however, during the development and protection processes, there are still many problems encountered which need to be studied seriously and urgently.Integrity protection has become a generally accepted principle in the protection practices of the intensity of the cultural heritage. And, for the integrity protection, one of the effective ways is establishment of Cultural Ecosystem Conservation Area (CECA). The Outline of Cultural Development during the Eleventh Five-year Plan wanted to establish10Cultural Ecosystem Conservation Areas. The Ministry of Culture set up the first National Cultural Ecosystem Conservation Area (NCECA)-----Minnan Cultural Ecosystem Experimental Conservation Area in2007. And so far,11experimental conservation areas have been designated. Some provinces are also exploring the feasibility of designating their own protection areas. Establishment of CECA means that the protection is not only for the individual intangible cultural heritage item, but also for the environment where the intangible cultural heritage were derived from, intangible cultural heritage and its related material culture will be harmonized with natural environment, economic environment and social environment finally. It might be the scientific and appropriate way for protection heritage and development of intangible cultural heritage. The government of Ningxia Hui Autonomous Region has designated its first provincial cultural ecosystem conservation area------Liupan Mountain hua’er cultural ecosystem conservation area, in June,2011. Liupanshan region located in the southern Ningxia, with a thousands of years of history, has formed both profound cultural heritage and intangible cultural heritage there.In this thesis, based on the line of construction of Liupan Mountain hua’er cultural ecosystem conservation area, we analyzed the ideas and specific practices of the domestic CECA establishments, and studied the main problems and difficulties they encountered. Based on the theoretical and nomology analysis of the establishment of CECA in its the scientific、feasibility and sustainability, we tried to put forward some views on establishment of china’s ethnic areas (especially in poor areas) both from the epistemological and methodological points. We also hope that this study will have a certain impact to promote the continued deepening of China’s intangible cultural heritage protection work.
