A Study On The Evaluation Of The New Rural Cooperative Medical Opcration Effect In Inner Mongolia

How to evaluate the operative effect of the new rural cooperative medical system objectively and scientific, improve the quality and effect of operation, and promote the healthy and stable development of the system,these are the primary problem after entering the comprehensive promotion period.Due to difference from economic development, the income of farmers, farmers’health concepts, policy intervention and guidance, basic environment, the new rural cooperative medical system do not match the pattern from place to place, they have not a unified set of evaluation indicators now. In addition, comparing with the traditional cooperative medical care system, the new rural cooperative medical care system has realized the breakthrough and innovation in fund raising, fund use and compensation, supervision and management and degree of benefits.In this context, this article study the new rural cooperative medical care system, by combining theoretical analysis and empirical analysis,at first,I elaborat the basic concepts, describ briefly the historical evolution, and introduce the related theory, analyze the operating mode of the new rural cooperative medical system. Thereafter,I overall evaluate the new rural cooperative medical system in operation, introduce the major achievements obtained, and analyze the main problem. On this basis, according to the study of the theory of the effect evaluation, using the variation coefficient method and the clustering analysis method, and experts consultation method, I design a set of evaluation indicator system of operative effect. Finally, using the Principal component analysis, I comprehensively evaluate the operative effect, and according to the evaluation results,I put forward to suggestion to improve the new rural cooperative medical system in the future.In this paper, the main conclusions are as follows:1. Establish a final evaluation indicators system of new rural cooperative medical system. according to the process and results of the new type of rural cooperative medical care, preliminary select26indicators, put as a evaluation indicators of primary evaluation index system, and calculate26indicators, then from the fund raising、fund use、service、cost and burden and degree of benefit, divide into groups, form the primary indicators of evaluation system. In order to reduce the correlation between evaluation indicators and increase the representation of it, using variation coefficient and clustering analysis method and combining with the expert consulting method, sift7indicators from the26indicators;Thay make up the the evaluation indicator system ofevaluation effect of the new rural cooperative medical operation.2. The evaluation indicators is fit for principal component analysis. Evaluation indicators is appropriate for principal component analysis or not,must carry on the KMO and Bartlett Sphere test in order to avoid the deviation of the test results because of the single testing method.Through test, we know the KMO is0.635(greater than0.6)and the associated probability is0.00(less than the significance level of0.05, thay prove that it is appropriate for principal component analysis.3.The development of new rural cooperative medical care in Inner Mongolia is imbalance. Try to evaluate the running effect of new rural cooperative medical care in Inner Mongolia.In the past,most academic research is focus on the new type of rural cooperative medical care across the country, or focus on pilot areas of province (city) of it, specifically the analysis of the effect of the new rural cooperative medical operation in Inner Mongolia is still little. I make a try in this aspect, analyze Inner Mongolia’s12leagues or cities of new rural cooperative medical operation effect after entering the period of comprehensive promotion,4. The economic growth is the important factors influencing the running effect. The development of social medical security level is ultimately decided by the level of economic development, economic development provides a premise and foundation for health care. Only economic development can provide the material basis for the health care needs Ordos city, for example, the effect of the rankings occupy the first place, this conform with it’s economic growth in recent years.5. In the process of advancing the new rural cooperative medical operation, government bear the primary responsibility and play a leading role. Development localization, fund raising and distribution, etc of the development of new type of rural cooperative medical care all need the government’s organization, participation, coordination and control.
