Construction of dams and sluices on rivers is an important means for human development and utilization of water resources. Although these projects play an important role in the flood control, drainage, irrigation and water supply, the negative impacts on water environment and water ecology are increasing prominently with the development of society and economy. It has many dams and sluices projects in the Huai River basin, and the contradiction is still obvious between sluice scheduling and water pollution control and water ecological protection and restoration, which affects the development of the river water ecological health. Therefore, the impacts of dams and sluices regulation on water quality, quantity and ecology were analyzed in rivers controlled by sluices in this study, and water ecological health degrees were assessed, and suitable control measures of sluice were put forward, which were key questions to river healthy development of the Huai River basin. It has important theoretical and practical significance.Combining with the research results of preliminary water ecological survey and water ecological survey experiments in the Huai River basin, the space-time change laws of water physicochemical and aquatic organisms indexes in upper and middle Huai River basin were analyzed based on the domestic and foreign research present situations, and existing problems were summarized in this paper. The key impact factors of water ecological health were identified in rivers controlled by sluices, and the health assessment index system was constructed, and the water ecological health degrees of each monitoring section were evaluated. On this basis, harmony regulation system and model were built based on river water ecological health, and river water ecological health degrees were evaluated under different scenarios, and the harmony regulation measures were put forward. In this regard, the chief research contents are presented as follows:(1) Water ecological investigation experiment researches and ecological evaluation of water quality in upper and middle Huai River basin. On the basis of water quality monitoring data analysis in the Huai River from 1997 to 2014, and the summary of two(2006 and 2008) water ecological investigation results, and the water ecological survey experiments in upper and middle Huai River basin from 2012 to 2014, space-time change laws of physicochemical indexes and aquatic biological indexes were analyzed, and water quality was evaluated, and the ecology evaluation method for water quality suitable for this study area was selected.(2) Key impact factors identification and ecosystem health evaluation index system building in rivers controlled by sluices. Based on the proposed concept and connotation of river water ecological health, the key impact factors of river water ecological health were recognized, the evaluation index system was built, and the value of each index was determined.(3) Water ecological health evaluation in rivers controlled by sluices. Weight values of each key impact factor were calculated by combination weighting approach of subjective and objective. Then, water ecological health comprehensive index was used to evaluate water ecological health degrees of each monitoring section in upper and middle Huai River basin. On the basis, the trend and impact degree of each index were analyzed.(4) Harmony regulation research on river water ecological health in rivers controlled by sluices. The harmony regulation system and model for river water ecological health were built, and the change trends of river water ecological indexes were predicted on the basis of water quality simulation, and river water ecological health degrees under different control scenarios were evaluated, and harmony regulation measures were put forward.
